The field was purchased by the City of North Wildwood for $2.9 million, to be reimbursed by Cape May County through open space funds over a 10 year period ($290,000 X 10yrs). The redevelopment construction was broken down into to two project scales, one for site improvements, and the other for construction of a Fieldhouse/bathroom facility. Contracts were awarded to Schiavone Construction for site improvements and Joseph Poretta Builders Inc. for the construction of the Fieldhouse. Construction is already underway with the Grand Opening Ceremony set for Saturday, May 9th, 2015 at 11:00 a.m.

3rd Avenue Street End Bulkhead Replacement

RA Walters & Son, Inc. has been awarded the contract to replace the bay front street end bulkhead located at 3rd Avenue. The project includes removal of the existing deteriorated timber bulkhead and masonry wall and the construction of a new vinyl bulkhead with a reinforced concrete floodwall/cap. The street end will be reconstructed and minor utility improvements will be completed. New concrete sidewalks and curbing will be constructed providing fully ADA compliant access along the full length of the City bulkhead. Work has commenced with an estimated date of completion ahead of schedule for the end of April.

Allen Park Recreation Improvements

Basketball Courts Hockey Rink
This project includes complete reconstruction of the hockey and basketball courts, as well as fencing improvements. The courts and rink will be reconstructed; and new boards will be installed at the hockey rink. This project already went out to bid and a contract was awarded to MJJ Construction, LLC for site improvements. Work recently commenced on Monday, March 23, 2015 with an anticipated date of completion set for late June, 2015.

2015 Beach Fill 

The City is working with NJDOT to dredge a section of the Back Bay channel by Grassy Sound and to deposit the dredged material (sand) on the beach between the jetty at 2nd Avenue and 7th Avenues. The City is also working to secure additional sand form acceptable potential borrow zones on the island in effort to stabilize and repair the beach front. A timeline is not yet defined, but a tentative commencement date has been set for Fall, 2015.

More recently, the City has come to an agreement with the City of Wildwood to perform beach maintenance by taking sand from the City of Wildwood?s outfall pipes to use for replenishment on North Wildwood?s Beach from 2nd – 7th Avenues. Both Public Works departments have been working diligently because the project benefits both parties: City of Wildwood gets their outfall pipes cleaned, and the City of North Wildwood gets much sand for beach maintenance on the North end of the North Wildwood.

Boat Ramp Improvements

Phase 1 has been completed by the installation of new concrete planters; along with a dog waste bag station for residential dog owners. Kayak storage stations were also installed, making it easier for residents to launch their personal watercrafts by storing them feet away from the launch site.

Reconstruction of West Pine Avenue

This project includes sanitary sewer, storm sewer drainage, water utility improvements, and reconstruction of the roadway, curbs, gutters and driveway aprons. The project limits are Pine Avenue between Anglesea Drive and Illinois Avenue between Spruce and Oak/Ash Avenue. The project will require detours and during the working day access to the roadway will be limited. Scheduled interruptions in water service will require 48 hours advance notice to property owners. Work is anticipated to commence on or about February 2, 2015 and to be completed by May 15, 2015, weather permitting. The work will be completed by Asphalt Paving Systems, Inc. of Hammonton, NJ.

014 Street & Utility Reconstruction – Various Streets

This project is a large street and utility reconstruction project concentrated in the east side of the City. The limits of construction are as follows: Base Bid: Surf Avenue between 1st and 11th Avenues Ocean Avenue between 2nd and 18th Avenues Beach Bike Path between 5th and 15th Avenues Add Alternate Bids (Options): 4th Avenue between Ocean Avenue and JFK Beach Drive 7th Avenue between Surf Avenue and JFK Beach Drive 8th Avenue between Surf Avenue and JFK Beach Drive 12th Avenue between Surf Avenue and JFK Beach Drive The project is being funded through the NJDEP/NJEIT program and authorization to advertise from the program is expected in May 2015. The project will be advertised for bids for 30 days. Construction is expected to commence in late September 2015 and will continue until June 2016. A summer recess will occur with work resuming in late September 2016 and project completion in June 20117. The project includes replacement of sanitary and storm sewers, water utility improvements, drainage improvements, reconstruction of the roadways, and replacement of the existing beach bike path with a new concrete path and restoration of disturbed areas.

ADA Compliant Beach Access Improvements

This project is essentially a continuation of recent years when the City has aggressively constructed ADA compliant beach access improvements. This phase of the project will include improvements to the beach and street ends at 21st and 22nd Avenues on the south end, as well as improvements on the beach between 5th and 14th Avenues between the bike path and the dune crossovers. The project will also include ADA compliant curb ramps along portions of JFK Beach Drive that are not located within the pending 2014 Street & Utility Reconstruction project (see above). This project is expected to be completed by June 2015.   

2nd Avenue Street End Bulkhead Replacement

The City intends to replace the deteriorated street end bulkhead at 2ndAvenue and the Bay this spring/summer. The project will also safely correct the failed section at the adjoining private property, ensuring protection of the street and other private properties currently at risk from the erosion and washout occurring along the north side of this bulkhead. Bids have been received and an award of contract is pending.  This project is anticipated to be completed in July 2015.

Olde NJ Avenue Streetscape Improvements

The City has secured a grant from NJDOT to partially fund proposed improvements to Olde NJ Avenue with emphasis on gateway entrances and significant improvements to the municipal parking lot on Spruce and Olde NJ Avenues. This project is likely to be constructed in late 2015 and into the Spring of 2016.

South Jersey Gas Company Improvements

Consistent with the past few years, South Jersey Gas Company will continue to replace deteriorated and outdated low pressure gas mains and/or services and to restore the roadways as necessary following completion of the utility work and when the weather is appropriate for restoration of the streets. Included in these improvements will be the resurfacing of the disturbed sections of 19th Avenue between New Jersey and Surf Avenues.

ADA Compliant Beach Access Improvements

ADA compliant concrete and timber/composite beach access improvements and walkways are being constructed at 16th through 20th Avenues, as well as at 23rdand 24th Avenues.  The work commenced on December 26, 2012.  The work is being performed by L. Feriozzi Concrete Company form Atlantic City, NJ.  The contractor has completed concrete walkways on 16th, 17th, 18th 19th , 20th, 23rd and 24th Avenues.  The contractor has completed the installation of timber and composite walkways at 17th, 18th, 19th , 20th  and 23rd Avenues and is currently working on 24th Avenues as well as replacement of a portion of the beach bike path between 15th and 17th Avenues.  16th Avenue walkway has been graded and is ready for installation of the new walkway, but we are awaiting relocation of a street light guide line which is obstructing the walkway.  The Contractor has substantially completed all work on this contract.  Minor punch list work remains and will be completed in the coming weeks.  The project is completed.   

Resurfacing of Maryland Avenue between NW 18th and 16th Avenues 

Maryland Avenue was resurfaced on December 20, 2012 by South State, Inc. of Bridgeton, NJ, working as a subcontractor for Perna Finnigan, Inc. of Vineland, NJ.  The project is complete.

South Jersey Gas 2013 Infrastructure Improvements 

South Jersey Gas Company?s contractor, CTX commenced work on Monday March 11, 2013.  The contractor is currently working on 6th , 7th, 8th , and Central Avenues.  There are numerous sections of roadway included in the contract with the bulk of work being completed between Central Avenue and the beach from 15th Avenue to Spruce Avenue and between Delaware and Central Avenues between Chestnut Avenue and Anglesea Drive.  Work on this project continues.  The contractors have completed 98% of the main improvements.  Work on services and tie-ins continues.  There are approximately 325 services remaining to be replaced.  All tie-ins are scheduled for replacement by June 7, 2013.  Services are expected to be completed by August 9, 2013.  Restorations of disturbed areas at service locations are expected to be completed by August 9, 2013.  The resurfacing (mill and pave) work will be completed in the early fall 2013 in order to avoid disruption during the summer season and to allot ample time for trench settlement.  All work is expected to be completed by October 15, 2013.  All tie-ins have been completed.  All mains have been installed.  The contractor will have all work completed between Ocean Avenue and JFK Beach Drive by the end of the day on June 21, 2013.  All work on Olde NJ Avenue is completed and the resurfacing of the roadway was completed on June 5, 2013.  Approximately 275 services remain to be completed.  The balance of service work and restorations may be postponed until the fall.  Temporary stabilization (asphalt) of disturbed concrete areas east of Surf Avenue will be completed prior to the 4th of July Holiday.  Other disturbed concrete areas will be temporarily stabilized following the 4th of July Holiday.  The project resumed work on July 15, 2013 on 7th Avenue between Central and Atlantic Avenues.  The contractor has completed installation of all services on this portion of 7th Avenue.  After 7th Avenue the contractor commenced service renewals on 11th Avenue between Central and Atlantic Avenues.  All services have been replace don this section of 11th Avenue as of the end of the day on July 24, 2013.  The contractor continued progress on the project with service renewals on Atlantic Avenue between 11th and 12th Avenues commencing on July 24, 2013.  The services on this portion of Atlantic Avenue should be completed on July 25, 2013 at which time the contractor will move to 5th Avenue between Central and Atlantic Avenues and then to 5th Avenue between Atlantic and Surf Avenues.  The service renewal work on 5th Avenue is expected to be completed during the week of August 5th.  In addition the contractor has been working on repairing disturbed areas at the meter locations (adjacent to property structures) at various locations and he has been restoring disturbed concrete and asphalt areas within one (1) week of disturbance in areas currently having services replaced.  Service renewal work will continue through the balance of the summer and into the fall.  South Jersey Gas Company maintains staff at all times on the active construction sites and SJG has hired North Wildwood police officers for traffic control purposes.  The final restoration (milling and paving) of the various streets disturbed as part of this project will be completed prior to the end of the year.  The contractor is progressing well with the renewal of services.  Approximately 50 services remain on the original contract to be replaced.  The contractor is currently working on 3rdAvenue and on Chestnut Avenue.  Work is expected to continue into October.  The Contractor is continuing to complete services replacement.  There are approximately 25 services remaining to be replaced.  The required final restoration (milling and paving) is being reviewed next week in an effort to commence the milling and paving by the end of next week (October 4, 2013).  All work is expected to be completed in November 2013.  Approximately 20 services remain to be replaced.  The Contractor and SJG have started to purge the existing low pressure gas mains within the construction limits and the abandonments are in process.  All services and purging will be completed by October 18, 2013.  The final restoration, milling and paving, work is scheduled to commence on October 21, 2013.   Beach Re-Nourishment, Spring 2012 We are currently out for bid for the re-nourishment of the beach to restore the beach to conditions prior to Hurricane Sandy.  In an effort to obtain the best price the City has this project out to bid with two construction methods.  One contract is to dredge the needed material from Hereford Inlet and the other contract is to truck the sand onto the beach form an off-shore borrow site.  The base bid for the project includes 153,000 cubic yards and the contracts include an add alternate option for an additional 75,000 cubic yards of material.  Bids will be received by the City of March 20, 2013.  Work will start as soon as required federal and state permits are received, which is anticipated by late April.  The project requires completion by June 25, 2013.  Bids were received on March 20, 2013.  The low bidder is Norfolk Dredging from Norfolk, Virginia.  The City is currently evaluating the bids to make determination on award of the base bid (153,000 CY) or the base bid plus add alternate (additional 75,000 CY).  We continue to await required regulatory approvals to proceed with the project.  The contract was awarded to Norfolk Dredging Company for the base bid contract to pump 153,000 cubic yards of material onto the beach.  The contractor is currently installing the pipeline in the water from the dredge borrow site in Hereford Inlet and weather permitting expects to start pumping sand in the south end of the City by June 1, 2013.  All work is expected to be completed by July 3, 2013.  The beach fill project is well underway with approximately 80,000 CY pumped to date.  As of today (6/21/13) the contractor is filling the south end of the City between 23rd and 26th Avenues.  The south end fill is expected to be completed, weather permitting, late Sunday or early Monday and the fill in the north end will resume immediately.  Approximately 60,000 CY remain to be pumped in the north end between 3rd and 7thAvenues.  The pipeline across the beach is extended from 2nd Avenue to 25th Avenue.  A portion of the pipeline will be removed in the coming days as the fill in the south end is completed.  The contractor has provided access ramps over the pipeline at each beach street access locations.  All work is expected to be completed prior to July 4th  .  The project is substantially completed.  All beach fill has been completed and all equipment and pipeline materials will be removed from the beach by Wednesday July 3, 2013.  All sections of the beach with the exception of the area between 2nd and 4th Avenues are currently open and the section between 2ndand 4th Avenue will be open prior to the 4th of July Holiday.  The contractor will complete the required planting of dune grass in the fall when the climate is more conducive to the growth and establishment of the vegetation.  All materials and pipeline have been removed from the beach and all sections of the beach are open.  The planting of dune grass will be completed in the fall of this year.  The project is complete.

25th Avenue Restrooms Renovations

Bids are scheduled to be received on January 28, 2015 for renovations to the public restroom facilities located at 25th Avenue and the Boardwalk. The improvements will include complete gutting of the men’s and women’s rooms facing the boardwalk, with new walls, new bathroom fixtures and accessories, a new epoxy floor system, minor electrical improvements and HVAC improvements. In addition, minor improvements to the newer section of the women’s room located in the rear of the property will be completed in addition to construction of a new epoxy floor system. Work is anticipated to commence in late February and to be completed by May 1, 2015. [hr] 

Allen Park Recreation Improvements

This project includes complete reconstruction of the hockey and basketball courts, as well as fencing improvements. The courts will be reconstructed and include a new color coating system. The project is expected to be advertised for bids on January 23, 2015 and work is expected to commence in March with completion in June 2015. The color coating system requires climate conditions generally occurring in June in this region. [hr]

South Jersey Gas Company’s contractor, CTX commenced work on Monday March 11, 2013.  The contractor is currently working on 6th , 7th, 8th , and Central Avenues.  There are numerous sections of roadway included in the contract with the bulk of work being completed between Central Avenue and the beach from 15th Avenue to Spruce Avenue and between Delaware and Central Avenues between Chestnut Avenue and Anglesea Drive.  Work on this project continues.  The contractors have completed 98% of the main improvements.  Work on services and tie-ins continues.  There are approximately 325 services remaining to be replaced.  All tie-ins are scheduled for replacement by June 7, 2013.  Services are expected to be completed by August 9, 2013.  Restorations of disturbed areas at service locations are expected to be completed by August 9, 2013.  The resurfacing (mill and pave) work will be completed in the early fall 2013 in order to avoid disruption during the summer season and to allot ample time for trench settlement.  All work is expected to be completed by October 15, 2013.  All tie-ins have been completed.  All mains have been installed.  The contractor will have all work completed between Ocean Avenue and JFK Beach Drive by the end of the day on June 21, 2013.  All work on Olde NJ Avenue is completed and the resurfacing of the roadway was completed on June 5, 2013.  Approximately 275 services remain to be completed.  The balance of service work and restorations may be postponed until the fall.  Temporary stabilization (asphalt) of disturbed concrete areas east of Surf Avenue will be completed prior to the 4th of July Holiday.  Other disturbed concrete areas will be temporarily stabilized following the 4th of July Holiday.  The project resumed work on July 15, 2013 on 7th Avenue between Central and Atlantic Avenues.  The contractor has completed installation of all services on this portion of 7th Avenue.  After 7th Avenue the contractor commenced service renewals on 11th Avenue between Central and Atlantic Avenues.  All services have been replace don this section of 11th Avenue as of the end of the day on July 24, 2013.  The contractor continued progress on the project with service renewals on Atlantic Avenue between 11th and 12th Avenues commencing on July 24, 2013.  The services on this portion of Atlantic Avenue should be completed on July 25, 2013 at which time the contractor will move to 5th Avenue between Central and Atlantic Avenues and then to 5th Avenue between Atlantic and Surf Avenues.  The service renewal work on 5th Avenue is expected to be completed during the week of August 5th.  In addition the contractor has been working on repairing disturbed areas at the meter locations (adjacent to property structures) at various locations and he has been restoring disturbed concrete and asphalt areas within one (1) week of disturbance in areas currently having services replaced.  Service renewal work will continue through the balance of the summer and into the fall.  South Jersey Gas Company maintains staff at all times on the active construction sites and SJG has hired North Wildwood police officers for traffic control purposes.  The final restoration (milling and paving) of the various streets disturbed as part of this project will be completed prior to the end of the year.  The contractor is progressing well with the renewal of services.  Approximately 50 services remain on the original contract to be replaced.  The contractor is currently working on 3rdAvenue and on Chestnut Avenue.  Work is expected to continue into October.  The Contractor is continuing to complete services replacement.  There are approximately 25 services remaining to be replaced.  The required final restoration (milling and paving) is being reviewed next week in an effort to commence the milling and paving by the end of next week (October 4, 2013).  All work is expected to be completed in November 2013.  Approximately 20 services remain to be replaced.  The Contractor and SJG have started to purge the existing low pressure gas mains within the construction limits and the abandonments are in process.  All services and purging will be completed by October 18, 2013.  The final restoration, milling and paving, work is scheduled to commence on October 21, 2013. Beach Re-Nourishment, Spring 2012

We are currently out for bid for the re-nourishment of the beach to restore the beach to conditions prior to Hurricane Sandy.  In an effort to obtain the best price the City has this project out to bid with two construction methods.  One contract is to dredge the needed material from Hereford Inlet and the other contract is to truck the sand onto the beach form an off-shore borrow site.  The base bid for the project includes 153,000 cubic yards and the contracts include an add alternate option for an additional 75,000 cubic yards of material.  Bids will be received by the City of March 20, 2013.  Work will start as soon as required federal and state permits are received, which is anticipated by late April.  The project requires completion by June 25, 2013.  Bids were received on March 20, 2013.  The low bidder is Norfolk Dredging from Norfolk, Virginia.  The City is currently evaluating the bids to make determination on award of the base bid (153,000 CY) or the base bid plus add alternate (additional 75,000 CY).  We continue to await required regulatory approvals to proceed with the project.  The contract was awarded to Norfolk Dredging Company for the base bid contract to pump 153,000 cubic yards of material onto the beach.  The contractor is currently installing the pipeline in the water from the dredge borrow site in Hereford Inlet and weather permitting expects to start pumping sand in the south end of the City by June 1, 2013.  All work is expected to be completed by July 3, 2013.  The beach fill project is well underway with approximately 80,000 CY pumped to date.  As of today (6/21/13) the contractor is filling the south end of the City between 23rd and 26th Avenues.  The south end fill is expected to be completed, weather permitting, late Sunday or early Monday and the fill in the north end will resume immediately.  Approximately 60,000 CY remain to be pumped in the north end between 3rd and 7thAvenues.  The pipeline across the beach is extended from 2nd Avenue to 25th Avenue.  A portion of the pipeline will be removed in the coming days as the fill in the south end is completed.  The contractor has provided access ramps over the pipeline at each beach street access locations.  All work is expected to be completed prior to July 4th  .  The project is substantially completed.  All beach fill has been completed and all equipment and pipeline materials will be removed from the beach by Wednesday July 3, 2013.  All sections of the beach with the exception of the area between 2nd and 4th Avenues are currently open and the section between 2ndand 4th Avenue will be open prior to the 4th of July Holiday.  The contractor will complete the required planting of dune grass in the fall when the climate is more conducive to the growth and establishment of the vegetation.  All materials and pipeline have been removed from the beach and all sections of the beach are open.  The planting of dune grass will be completed in the fall of this year.  No change on status. Replacement of the beach bike path between 15th and 21st Avenues

The timber bike path on the beach will be replaced this spring, assuming the bids are submitted in proper order and do not require re-bidding.  Bids will be received by the City on March 20, 2013 and the project is expected to be completed by the end of June.  The existing timber path is being replacing with a timber framing system and composite decking.  The new path will be fully ADA compliant.  Bids were received on March 20, 2013 and a contract has been awarded to Thomas Barry Marine Construction form South Dennis, NJ.  The preconstruction meeting will be held the week of April 8, 2013.  The contractor is currently fabricating the bike path and walkway panels in his construction yard.  Installation and construction of the new bike path is expected to commence this week.  All work will be completed prior to the 4th of July holiday.  The contractor has substantially completed the bike path and ADA compliant access improvements.  Minor punch list items remain and will be completed within the next week.  The project is completed. Street & Utility Reconstruction of 13th Avenue between Ocean Avenue and JFK Beach Drive

This portion of 13th Avenue will be reconstructed this Spring.  The project was advertised for bids on March 13, 2013 and bids will be received by the City on March 27, 2013.  The project includes replacement of the failing sanitary and storm sewer systems, replacement of water services, reconstruction of the roadway and replacement of the curbs and gutters where needed for the utility improvements.  Work is expected to commence in late-April with the utility, concrete and restoration work completed by Memorial Day; roadway reconstruction and base paving completed by June 5, 2013 and the surface course paving and line striping of the roadway completed by June 21, 2013.  Bids were received on March 27, 2013 and Mathis Construction Company, Inc. form Little Egg Harbor is the apparent low bidder.  The bids are being reviewed and a decision will be made shortly on whether to proceed at this time or delay the construction until the fall to avoid conflict with the summer season.  The City elected to reject all bids received due to uncertainty of potential impacts and disruption to businesses in the area.  The project will be re-advertised for bids in the late summer for a fall 2013 construction project.  The project is being combined with 14th Avenue (500 East block) and West 17th Avenue (300 west block).  Approval of the project is expected by the funding agency this month and work is expected to commence in November, if not sooner.   No change on status. Replacement of the street end bulkheads at 7th and 8th Avenues (Bay Front)

The street end bulkheads at 7th and 8th Avenues will be replaced this Spring/Summer.  The project was advertised for bids on March 13, 2013 and bids will be received by the City on March 27, 2013.  The new bulkheads will be reconstructed for the full length of the street ends, will include a new concrete floodwall, vinyl bulkhead sheathing and reconstruction of the street end.  New tide flex valves will also be installed as part of the project.  Work is expected to commence in late April or early May upon delivery of the materials (long lead time on the bulkhead materials) and the project is expected to be substantially completed by the end of June.  Bids were received on March 27, 2013 and RA Walters & Son, Inc. form Cape May Court House, NJ is the apparent low bidder.  The contract is expected to be awarded to RA Walters on April 16, 2013 and work will commence shortly thereafter.  The contract was awarded to RA Walters & Son, Inc..  The preconstruction meeting was held earlier this month.  The City just received (on May 28, 2013) the final executed access agreements from adjacent property owners necessary in order to properly complete the project.  The materials were delivered to the site on May 28, 2013.  The contractor will commence work on Thursday May 30, 2013.  The contractor is awaiting relocation of overhead utility lines at 8th Avenue and a utility pole relocation at 7th Avenue.  The utility relocations are expected to be completed within one week.  The contractor will start work on the 7th Ave site where a section of the proposed improvements are not impacted by the utility conflicts.  Work on the 7th Avenue bulkhead is well underway.  We are currently waiting for Verizon, Atlantic City Electric and Comcast to relocate the balance of their utilities in conflict with the project at the 7th Ave street end.  Optimistically the pole relocation will be completed next week.  The balance of the bulkhead piling and vinyl sheet piles cannot be installed until the pole is relocated.  The contractor will commence construction of the reinforced concrete floodwall over the vinyl bulkhead installed on the portion of 7th Avenue between the bay and the Senior housing complex (mid-block+/-).  This work will be completed prior to July 4th.  Work on the 8th Avenue bulkhead will commence as soon as the 7th Avenue work is completed or at a point where no additional work can be completed due to the utility conflicts with the utility pole.  If necessary the contractor will move over to the 8th Ave site, where the utility line conflicts were resolved with relocations last week.  All work is expected to be completed by the end of July.  We continue to await the relocation of the utility pole on 7th Avenue.  The contractor is continuing with work on the reinforced concrete flood wall parallel to 7th Avenue.  This work should be completed by the end of this week and then the balance of work on 7thAvenue must be delayed until such time that the utility pole is relocated.  The contractor will be moving over to the 8th Avenue street end very soon.  All work at the 8th Avenue street end can be completed at this time since all conflicting overhead utilities have been relocated.  All conflicting overhead utilities and poles have been relocated by the respective utility owners and work resumed on the 7th Avenue street end bulkhead on July 16, 2013.  The bulkhead replacement on 7th Avenue is approximately 90% completed and work on construction of the balance of the reinforced concrete cap/flood wall will be underway on or about July 29th.  Concrete curbing, sidewalk, pavement, etc. will be underway on 7th Avenue during the week of August 5th, if not sooner.  The contractor will commence the bulkhead replacement on 8th Avenue the week of July 29th  .   Work on the 7th Avenue site is substantially completed.  Landscaping work is being completed this week and the paving of the roadway is expected to be completed within 2 weeks.  The bulkhead replacement is completed on 8th Avenue.  The contractor is currently working on the drainage improvements in the street and the concrete work is expected to commence on Monday 9/9/13.  Paving of the roadway is expected to be completed within 2 weeks.  All work with the exception of base and surface course paving of the 7th & 8th Avenues street ends and minor topsoil and sod restoration is completed.  The contractor is awaiting a schedule from his subcontractor to complete the paving work.  No change on status.  The paving work will be completed within two (2) weeks. Community Center Roof Replacement

The existing roof will be replaced on the Community Center on central Avenue between 9th and 10th Avenues.  The new roof will be a fully adhered EPDM system.  The work will be completed this Spring.  The project was advertised for bids on March 13, 2013 and bids will be received by the City on March 27, 2013.  The project should be completed by Memorial Day.  Bids were received on March 27, 2013 and DA Nolt, Inc. of Berlin, NJ is the apparent low bidder.  The City is currently reviewing the various options included in the bid package and will make a decision shortly on the course of action.  The City rejected all bids received due to lack of funds to complete the project at this time.  No change in status. 2013-2015 Emergency Repair Contract

The City is currently out to bid for the 2013-2015 Emergency repair Contract.  Bids will be received by the City on March 20, 2013.  The purpose of this contract is to formally obtain a designated contractor who will be under contract to perform emergency repairs in the City on an “if and where” basis.   Repairs include but are not limited to: emergency sewer breaks and repairs, emergency pumping for storm water, emergency storm sewer repairs, emergency roadway repairs, etc.  Bids were received on March 20, 2013 and the contract has been awarded to Perna Finnigan, Inc. from Vineland, NJ.  No change in status. Tide Flex Valve Replacement Program

Numerous tidal back flow prevention tide flex valves will be replaced on the majority of bay front outfalls located between 26th Avenue and Chestnut Avenue at locations the existing valves are currently not properly functioning.  The project was advertised for bids on March 13, 2013 and bids will be received by the City on March 27, 2013.  There is a long delivery time (approximately 10 weeks) to receive the valves following order of the same, but the work is expected to be completed in late July when the valves are anticipated to arrive.    Bids were received on March 27, 2013 and Walters Marine Construction, Inc. form Ocean View, NJ is the apparent low bidder.  The contract is expected to be awarded to Walters Marine Construction on April 16, 2013 and work will commence shortly thereafter.  The contract has been awarded to Walters Marine Construction.  The valves have been ordered and are expected to be delivered in 4-5 weeks.  All work is expected to be completed by the end of August 2013.  Minimal, if any, disturbance and disruption is anticipated on this project.  No change in status.  The contractor received a portion of the valves from the manufacturer last week and commenced installations on July 22nd.  The balance of valves are scheduled for delivery on or about August 9th.  The contractor at this time continues to install the valves he has, working around the tidal conditions as necessary for installation.  All new valves included in the project have been replaced with the exception of 14th and 15th Avenues.  These two valves are on back order and should arrive in the coming weeks.  The valves at 14th and 15th Avenues were installed late last week.  Minor punch list items remain, but the project is substantially complete. Allen Drive Emergency Sewer Repair

The existing sanitary sewer main failed on Allen Drive between Anglesea Drive and Seaspray Court.  The City’s emergency repair contractor, Perna Finnigan, Inc. completed the replacement of the sanitary sewer main and they have reconstructed the utility trench.  A portion of the storm sewer system at Anglesea Drive intersection also failed and work remains to be completed on the storm sewer improvements.  The storm sewer work is expected to be completed next week.  The trench will require surface course paving final 2” of asphalt) and this work will be completed after a trench settlement period elapses.  All emergency utility work has been completed.  The concrete curb and gutters disturbed have been replaced.  The trench will be resurfaced as a temporary measure next week.  All trenches have been reconstructed and the surface course paving of the utility trench between Anglesea Drive and Seaspray Court is being completed today, weather permitting.  The project is completed. Expansion of the Seawall Promenade at Hereford Avenue

Bids were received and a contract has been awarded to L. Feriozzi Concrete Company form Atlantic City, New Jersey for the widening of the existing seawall promenade at Hereford Avenue.  The promenade widening will be constructed out of reinforced concrete and will add approximately 3 feet in width to the Hereford Avenue section.  Work is expected to commence in June and be completed by the end of August 2013.  The seawall promenade expansion is well underway and nearing completion.  The wall expansion will be completed today (6/21) and the balance of work will be completed by June 26, 2013.  The expanded promenade will be opened to the public, weather permitting on Tuesday 6/25.  The project is completed and the site was fully opened to the public on June 25, 2013.  No change on status. 2013 Street Resurfacing Program

East 25th Avenue between Surf Avenue and the boardwalk was resurfaced on Tuesday May 21, 2013.  Bids will be received on May 29, 2013 for the resurfacing of the following sections of roadways: SW 18th Avenue between Maryland and Delaware Avenues, the intersection of 16th & Central Avenues, Anglesea Drive between Ohio Avenue and NJ Route 147 (Spruce Ave), and Ohio Avenue between Pine Avenue and Anglesea Drive.  If all is in order with the bids received the work will be completed in June 2013.  Bids were received and a contract was awarded to the low bidder, Asphalt Paving Systems, Inc.  The contractor commenced work last week with the minor concrete work included in the contract.  SW 18th Avenue between Maryland and Delaware Avenues will be pulverized on Monday June 24, 2013 and paved on June 25, 2013, weather permitting.  Ohio Avenue between Pine Avenue and Anglesea Drive will be pulverized on Monday afternoon or Tuesday 6/25/13 and paved before the end of next week.  Anglesea Drive between Ohio Ave and Spruce Ave will be milled and paved next week.  The intersection of 16th and Central Avenues (southbound lane) will be milled and paved next week following completion of the concrete improvements.  The contractor is currently working on the replacement of the curb ramps at 15th and 16th Avenues (west side of Central Ave) to make them fully ADA compliant.  The concrete gutter will also be replaced between 15th and 16th Avenues (southbound = west side) in order to reduce the persistent standing water on this section of roadway.  All work is expected to be completed by July 4th.  All concrete work included in the contract was completed last week (June 28, 2013) and the roadwork is underway.  The contractor is making every effort to resurface the roadways, but the weather and threat of inclement weather has delayed completion of the work.  The work cannot be completed when the forecast has probable chance of inclement weather.  Every effort is being made to have the work completed this week.  The contractor is currently attempting to pave Anglesea Drive between Spruce Ave (NJ Route 147 by the jug handle) to Ohio Avenue and will then resurface Ohio Avenue between Pine Avenue and Anglesea Drive.  All milling and excavation work has been completed.  The contractor will then complete the resurfacing of the intersection of 16th & Central Avenues (south bound side only) and then he will resurface SW 18th Avenue between Maryland and Delaware Avenues.  The project is substantially completed and a punch list is being generated.  It is anticipated only minor items will be included on the punch list and any corrective action should be completed within a few weeks.  No change on status. Replacement of the Street End Bulkhead at 15th Avenue

The project will be advertised for bids within 2 weeks.  The work will be completed this fall/winter 2013. [hr] 

 

ADA Compliant Curb Ramp Access Improvements-Various Locations

This project includes the replacement of all curb ramps at the intersections on Central Avenue between 8th and 21st Avenues and on Ocean Avenue between 2ndand 5th Avenues.  In addition, an add alternate is included in the bid for replacement of curb ramps on portions of Ohio Avenue and Anglesea Drive.  Bids were received on August 28, 2013 and review of the bids is ongoing.  Work is expected to begin by the end of this month.  The City is awaiting approval by the funding agency (NJDCA) to proceed with construction.  Approval is expected within the next week.  Work will likely commence in late October.  Notice of Award was issued to the contractor on October 4, 2013.  Contracts were sent to the contractor for execution.  The preconstruction meeting is scheduled for October 10, 2013.  Work is expected to commence prior to the end of this month. 2013 Street & Utility Reconstruction

This project includes 13th Avenue between Ocean Avenue and JFK Beach Drive, 14th Avenue between Ocean Avenue and the beach and 17th Avenue between Maryland and Delaware Avenues.  This project has become a necessity due to ongoing problems and failures with the sanitary sewers and storm sewers.  Water Utility improvements funded by Wildwood Water Utility will be included in the project.  The project requires approval by USDA because of partial funding coming from the agency.  Approval to advertise for bids from USDA is expected this month and advertisement will immediately follow their approval.  Work is expected to commence by November 2013.  No change in status, although it is noted approval of the project by USDA is currently delayed due to the Federal government shutdown.  At this time, approval of the contract documents is delayed indefinitely due to the government shutdown. 2014 Street & Utility Reconstruction

The City is making application for funding to the NJ Environmental Infrastructure Trust Program for street and utility reconstruction of the following:

  • Surf Avenue between 1st and 11th Avenues
  • Ocean Avenue between 2nd and 18th Avenues
  • Storm Sewer Truck line replacement on the beach (under bike path) between 4th and 15th Avenues
  • 4th Avenue between Ocean Avenue and JFK Beach Drive
  • 7th Avenue between Surf Avenue and JFK Beach Drive
  • 8th Avenue between Surf Avenue and JFK Beach Drive
  • 12th Avenue between Surf Avenue and JFK Beach Drive

This is a very large project that will be completed over the course of a few years.  The planning and design work will be completed between now and June 2014.  Approval by the funding agency should be obtained in summer 2014 and construction is expected to commence in fall 20104 with completion in spring of 2016 (no work in the summer of 2015).  No change in status. South Jersey Gas Company Infrastructure Improvements

South Jersey Gas Company will be completing natural gas utility improvements on the following roadways: 10th Avenue between New York and Central Avenues; 18th Avenue between Central and Surf Avenues (retirement of abandoned main); 23rd Avenue between Central and Atlantic Avenues.  Work is expected to start today (9/26/13) on West 10th Avenue.  The project includes installation of new high pressure gas mains and services on the portions of 10th and 23rd Avenues.  The work on 18th Avenue is limited to retirement of an abandoned gas main.  Work is expected to be completed by the end of the year, with the exception of the required final restoration.  The final restoration (milling and paving) will likely be completed during the spring 2014.  All disturbed areas will be base paved as work progresses.  JF Kiely Construction, South Jersey Gas Company’s contractor, has installed a new high pressure gas main on 10th Avenue between New York and Central Avenues and the contractor is in the process of replacing low pressure gas services with new high pressure services.  The contractor has also started the installation of a new high pressure gas main on 23rd Avenue between Central and Atlantic Avenues.  Services replacement on 23rd Avenue will immediately follow installation of the new main. Upcoming/Pending Projects:

  • Olde NJ Avenue Streetscape Improvements between Spruce and 2nd Avenues.  The received a $450,000 Transportation Enhancement grant form NJDOT for intermodal and streetscape improvements.  The project requires matching funds and the work is expected to be completed in 2014.  No change in status.
  • Rehabilitation of the public restrooms at 18th Avenue and the Boardwalk – this project will include renovating the men’s and women’s rooms on the boardwalk at 18th Avenue.  The improvements will be completed this winter in advance of the tourism season.

Emergency Repairs to the Existing Bulkhead on JFK Beach Drive between 2nd and 3rd Avenues & the Gazebo Landing Area

Reconstruction of Walnut Avenue between Maryland and Delaware Avenues

Boardwalk Concrete Repairs

Structural repairs to the concrete portion of the boardwalk between 16th and 26th Avenues commenced in late February.  The work is being performed by Bud Concrete, Inc. from Sewell, NJ.  The Contractor is complete. The project is complete. [hr] 

ADA Compliant Beach Access Improvements

ADA compliant concrete and timber/composite beach access improvements and walkways are being constructed at 16ththrough 20th Avenues, as well as at 23rd and 24th Avenues.  The work commenced on December 26, 2012.  The work is being performed by L. Feriozzi Concrete Company form Atlantic City, NJ.  The contractor has completed concrete walkways on 16th, 17th, 18th 19th , 20th, 23rd and 24th Avenues.  The contractor has completed the installation of timber and composite walkways at 17th, 18th, 19th , 20th  and 23rd Avenues and is currently working on 24th Avenues as well as replacement of a portion of the beach bike path between 15th and 17th Avenues.  16th Avenue walkway has been graded and is ready for installation of the new walkway, but we are awaiting relocation of a street light guide line which is obstructing the walkway.  The Contractor has substantially completed all work on this contract.  Minor punch list work remains and will be completed in the coming weeks.  The project is completed. Resurfacing of Maryland Avenue between NW 18th and 16th Avenues

Maryland Avenue was resurfaced on December 20, 2012 by South State, Inc. of Bridgeton, NJ, working as a subcontractor for Perna Finnigan, Inc. of Vineland, NJ.  The project is complete. [hr] 

South Jersey Gas 2013 Infrastructure Improvements

South Jersey Gas Company’s contractor, CTX commenced work on Monday March 11, 2013.  The contractor is currently working on 6th , 7th, 8th , and Central Avenues.  There are numerous sections of roadway included in the contract with the bulk of work being completed between Central Avenue and the beach from 15th Avenue to Spruce Avenue and between Delaware and Central Avenues between Chestnut Avenue and Anglesea Drive.  Work on this project continues.  The contractors have completed 98% of the main improvements.  Work on services and tie-ins continues.  There are approximately 325 services remaining to be replaced.  All tie-ins are scheduled for replacement by June 7, 2013.  Services are expected to be completed by August 9, 2013.  Restorations of disturbed areas at service locations are expected to be completed by August 9, 2013.  The resurfacing (mill and pave) work will be completed in the early fall 2013 in order to avoid disruption during the summer season and to allot ample time for trench settlement.  All work is expected to be completed by October 15, 2013.  All tie-ins have been completed.  All mains have been installed.  The contractor will have all work completed between Ocean Avenue and JFK Beach Drive by the end of the day on June 21, 2013.  All work on Olde NJ Avenue is completed and the resurfacing of the roadway was completed on June 5, 2013.  Approximately 275 services remain to be completed.  The balance of service work and restorations may be postponed until the fall.  Temporary stabilization (asphalt) of disturbed concrete areas east of Surf Avenue will be completed prior to the 4th of July Holiday.  Other disturbed concrete areas will be temporarily stabilized following the 4thof July Holiday.  The project resumed work on July 15, 2013 on 7th Avenue between Central and Atlantic Avenues.  The contractor has completed installation of all services on this portion of 7th Avenue.  After 7th Avenue the contractor commenced service renewals on 11th Avenue between Central and Atlantic Avenues.  All services have been replace don this section of 11thAvenue as of the end of the day on July 24, 2013.  The contractor continued progress on the project with service renewals on Atlantic Avenue between 11th and 12th Avenues commencing on July 24, 2013.  The services on this portion of Atlantic Avenue should be completed on July 25, 2013 at which time the contractor will move to 5th Avenue between Central and Atlantic Avenues and then to 5th Avenue between Atlantic and Surf Avenues.  The service renewal work on 5th Avenue is expected to be completed during the week of August 5th.  In addition the contractor has been working on repairing disturbed areas at the meter locations (adjacent to property structures) at various locations and he has been restoring disturbed concrete and asphalt areas within one (1) week of disturbance in areas currently having services replaced.  Service renewal work will continue through the balance of the summer and into the fall.  South Jersey Gas Company maintains staff at all times on the active construction sites and SJG has hired North Wildwood police officers for traffic control purposes.  The final restoration (milling and paving) of the various streets disturbed as part of this project will be completed prior to the end of the year.  The contractor is progressing well with the renewal of services.  Approximately 50 services remain on the original contract to be replaced.  The contractor is currently working on 3rd Avenue and on Chestnut Avenue.  Work is expected to continue into October.  The Contractor is continuing to complete services replacement.  There are approximately 25 services remaining to be replaced.  The required final restoration (milling and paving) is being reviewed next week in an effort to commence the milling and paving by the end of next week (October 4, 2013).  All work is expected to be completed in November 2013. Beach Re-Nourishment, Spring 2012

We are currently out for bid for the re-nourishment of the beach to restore the beach to conditions prior to Hurricane Sandy.  In an effort to obtain the best price the City has this project out to bid with two construction methods.  One contract is to dredge the needed material from Hereford Inlet and the other contract is to truck the sand onto the beach form an off-shore borrow site.  The base bid for the project includes 153,000 cubic yards and the contracts include an add alternate option for an additional 75,000 cubic yards of material.  Bids will be received by the City of March 20, 2013.  Work will start as soon as required federal and state permits are received, which is anticipated by late April.  The project requires completion by June 25, 2013.  Bids were received on March 20, 2013.  The low bidder is Norfolk Dredging from Norfolk, Virginia.  The City is currently evaluating the bids to make determination on award of the base bid (153,000 CY) or the base bid plus add alternate (additional 75,000 CY).  We continue to await required regulatory approvals to proceed with the project.  The contract was awarded to Norfolk Dredging Company for the base bid contract to pump 153,000 cubic yards of material onto the beach.  The contractor is currently installing the pipeline in the water from the dredge borrow site in Hereford Inlet and weather permitting expects to start pumping sand in the south end of the City by June 1, 2013.  All work is expected to be completed by July 3, 2013.  The beach fill project is well underway with approximately 80,000 CY pumped to date.  As of today (6/21/13) the contractor is filling the south end of the City between 23rd and 26th Avenues.  The south end fill is expected to be completed, weather permitting, late Sunday or early Monday and the fill in the north end will resume immediately.  Approximately 60,000 CY remain to be pumped in the north end between 3rd and 7th Avenues.  The pipeline across the beach is extended from 2ndAvenue to 25th Avenue.  A portion of the pipeline will be removed in the coming days as the fill in the south end is completed.  The contractor has provided access ramps over the pipeline at each beach street access locations.  All work is expected to be completed prior to July 4th  .  The project is substantially completed.  All beach fill has been completed and all equipment and pipeline materials will be removed from the beach by Wednesday July 3, 2013.  All sections of the beach with the exception of the area between 2nd and 4th Avenues are currently open and the section between 2nd and 4th Avenue will be open prior to the 4th of July Holiday.  The contractor will complete the required planting of dune grass in the fall when the climate is more conducive to the growth and establishment of the vegetation.  All materials and pipeline have been removed from the beach and all sections of the beach are open.  The planting of dune grass will be completed in the fall of this year.  No change on status. Replacement of the beach bike path between 15th and 21st Avenues

The timber bike path on the beach will be replaced this spring, assuming the bids are submitted in proper order and do not require re-bidding.  Bids will be received by the City on March 20, 2013 and the project is expected to be completed by the end of June.  The existing timber path is being replacing with a timber framing system and composite decking.  The new path will be fully ADA compliant.  Bids were received on March 20, 2013 and a contract has been awarded to Thomas Barry Marine Construction form South Dennis, NJ.  The preconstruction meeting will be held the week of April 8, 2013.  The contractor is currently fabricating the bike path and walkway panels in his construction yard.  Installation and construction of the new bike path is expected to commence this week.  All work will be completed prior to the 4th of July holiday.  The contractor has substantially completed the bike path and ADA compliant access improvements.  Minor punch list items remain and will be completed within the next week.  The project is completed. Street & Utility Reconstruction of 13th Avenue between Ocean Avenue and JFK Beach Drive

This portion of 13th Avenue will be reconstructed this Spring.  The project was advertised for bids on March 13, 2013 and bids will be received by the City on March 27, 2013.  The project includes replacement of the failing sanitary and storm sewer systems, replacement of water services, reconstruction of the roadway and replacement of the curbs and gutters where needed for the utility improvements.  Work is expected to commence in late-April with the utility, concrete and restoration work completed by Memorial Day; roadway reconstruction and base paving completed by June 5, 2013 and the surface course paving and line striping of the roadway completed by June 21, 2013.  Bids were received on March 27, 2013 and Mathis Construction Company, Inc. form Little Egg Harbor is the apparent low bidder.  The bids are being reviewed and a decision will be made shortly on whether to proceed at this time or delay the construction until the fall to avoid conflict with the summer season.  The City elected to reject all bids received due to uncertainty of potential impacts and disruption to businesses in the area.  The project will be re-advertised for bids in the late summer for a fall 2013 construction project.  The project is being combined with 14th Avenue (500 East block) and West 17th Avenue (300 west block).  Approval of the project is expected by the funding agency this month and work is expected to commence in November, if not sooner.   No change on status. Replacement of the street end bulkheads at 7th and 8th Avenues (Bay Front)

The street end bulkheads at 7th and 8th Avenues will be replaced this Spring/Summer.  The project was advertised for bids on March 13, 2013 and bids will be received by the City on March 27, 2013.  The new bulkheads will be reconstructed for the full length of the street ends, will include a new concrete floodwall, vinyl bulkhead sheathing and reconstruction of the street end.  New tide flex valves will also be installed as part of the project.  Work is expected to commence in late April or early May upon delivery of the materials (long lead time on the bulkhead materials) and the project is expected to be substantially completed by the end of June.  Bids were received on March 27, 2013 and RA Walters & Son, Inc. form Cape May Court House, NJ is the apparent low bidder.  The contract is expected to be awarded to RA Walters on April 16, 2013 and work will commence shortly thereafter.  The contract was awarded to RA Walters & Son, Inc..  The preconstruction meeting was held earlier this month.  The City just received (on May 28, 2013) the final executed access agreements from adjacent property owners necessary in order to properly complete the project.  The materials were delivered to the site on May 28, 2013.  The contractor will commence work on Thursday May 30, 2013.  The contractor is awaiting relocation of overhead utility lines at 8th Avenue and a utility pole relocation at 7th Avenue.  The utility relocations are expected to be completed within one week.  The contractor will start work on the 7th Ave site where a section of the proposed improvements are not impacted by the utility conflicts.  Work on the 7th Avenue bulkhead is well underway.  We are currently waiting for Verizon, Atlantic City Electric and Comcast to relocate the balance of their utilities in conflict with the project at the 7th Ave street end.  Optimistically the pole relocation will be completed next week.  The balance of the bulkhead piling and vinyl sheet piles cannot be installed until the pole is relocated.  The contractor will commence construction of the reinforced concrete floodwall over the vinyl bulkhead installed on the portion of 7th Avenue between the bay and the Senior housing complex (mid-block+/-).  This work will be completed prior to July 4th.  Work on the 8th Avenue bulkhead will commence as soon as the 7th Avenue work is completed or at a point where no additional work can be completed due to the utility conflicts with the utility pole.  If necessary the contractor will move over to the 8th Ave site, where the utility line conflicts were resolved with relocations last week.  All work is expected to be completed by the end of July.  We continue to await the relocation of the utility pole on 7th Avenue.  The contractor is continuing with work on the reinforced concrete flood wall parallel to 7th Avenue.  This work should be completed by the end of this week and then the balance of work on 7th Avenue must be delayed until such time that the utility pole is relocated.  The contractor will be moving over to the 8th Avenue street end very soon.  All work at the 8th Avenue street end can be completed at this time since all conflicting overhead utilities have been relocated.  All conflicting overhead utilities and poles have been relocated by the respective utility owners and work resumed on the 7th Avenue street end bulkhead on July 16, 2013.  The bulkhead replacement on 7th Avenue is approximately 90% completed and work on construction of the balance of the reinforced concrete cap/flood wall will be underway on or about July 29th.  Concrete curbing, sidewalk, pavement, etc. will be underway on 7th Avenue during the week of August 5th, if not sooner.  The contractor will commence the bulkhead replacement on 8thAvenue the week of July 29th  .   Work on the 7th Avenue site is substantially completed.  Landscaping work is being completed this week and the paving of the roadway is expected to be completed within 2 weeks.  The bulkhead replacement is completed on 8th Avenue.  The contractor is currently working on the drainage improvements in the street and the concrete work is expected to commence on Monday 9/9/13.  Paving of the roadway is expected to be completed within 2 weeks.  All work with the exception of base and surface course paving of the 7th & 8th Avenues street ends and minor topsoil and sod restoration is completed.  The contractor is awaiting a schedule from his subcontractor to complete the paving work. Community Center Roof Replacement

The existing roof will be replaced on the Community Center on central Avenue between 9th and 10th Avenues.  The new roof will be a fully adhered EPDM system.  The work will be completed this Spring.  The project was advertised for bids on March 13, 2013 and bids will be received by the City on March 27, 2013.  The project should be completed by Memorial Day.  Bids were received on March 27, 2013 and DA Nolt, Inc. of Berlin, NJ is the apparent low bidder.  The City is currently reviewing the various options included in the bid package and will make a decision shortly on the course of action.  The City rejected all bids received due to lack of funds to complete the project at this time.  No change in status. 2013-2015 Emergency Repair Contract

The City is currently out to bid for the 2013-2015 Emergency repair Contract.  Bids will be received by the City on March 20, 2013.  The purpose of this contract is to formally obtain a designated contractor who will be under contract to perform emergency repairs in the City on an “if and where” basis.   Repairs include but are not limited to: emergency sewer breaks and repairs, emergency pumping for storm water, emergency storm sewer repairs, emergency roadway repairs, etc.  Bids were received on March 20, 2013 and the contract has been awarded to Perna Finnigan, Inc. from Vineland, NJ.  No change in status. Tide Flex Valve Replacement Program

Numerous tidal back flow prevention tide flex valves will be replaced on the majority of bay front outfalls located between 26thAvenue and Chestnut Avenue at locations the existing valves are currently not properly functioning.  The project was advertised for bids on March 13, 2013 and bids will be received by the City on March 27, 2013.  There is a long delivery time (approximately 10 weeks) to receive the valves following order of the same, but the work is expected to be completed in late July when the valves are anticipated to arrive.    Bids were received on March 27, 2013 and Walters Marine Construction, Inc. form Ocean View, NJ is the apparent low bidder.  The contract is expected to be awarded to Walters Marine Construction on April 16, 2013 and work will commence shortly thereafter.  The contract has been awarded to Walters Marine Construction.  The valves have been ordered and are expected to be delivered in 4-5 weeks.  All work is expected to be completed by the end of August 2013.  Minimal, if any, disturbance and disruption is anticipated on this project.  No change in status.  The contractor received a portion of the valves from the manufacturer last week and commenced installations on July 22nd.  The balance of valves are scheduled for delivery on or about August 9th.  The contractor at this time continues to install the valves he has, working around the tidal conditions as necessary for installation.  All new valves included in the project have been replaced with the exception of 14th and 15th Avenues.  These two valves are on back order and should arrive in the coming weeks.  No change on status. Allen Drive Emergency Sewer Repair

The existing sanitary sewer main failed on Allen Drive between Anglesea Drive and Seaspray Court.  The City’s emergency repair contractor, Perna Finnigan, Inc. completed the replacement of the sanitary sewer main and they have reconstructed the utility trench.  A portion of the storm sewer system at Anglesea Drive intersection also failed and work remains to be completed on the storm sewer improvements.  The storm sewer work is expected to be completed next week.  The trench will require surface course paving final 2” of asphalt) and this work will be completed after a trench settlement period elapses.  All emergency utility work has been completed.  The concrete curb and gutters disturbed have been replaced.  The trench will be resurfaced as a temporary measure next week.  All trenches have been reconstructed and the surface course paving of the utility trench between Anglesea Drive and Seaspray Court is being completed today, weather permitting.  The project is completed. Expansion of the Seawall Promenade at Hereford Avenue

Bids were received and a contract has been awarded to L. Feriozzi Concrete Company form Atlantic City, New Jersey for the widening of the existing seawall promenade at Hereford Avenue.  The promenade widening will be constructed out of reinforced concrete and will add approximately 3 feet in width to the Hereford Avenue section.  Work is expected to commence in June and be completed by the end of August 2013.  The seawall promenade expansion is well underway and nearing completion.  The wall expansion will be completed today (6/21) and the balance of work will be completed by June 26, 2013.  The expanded promenade will be opened to the public, weather permitting on Tuesday 6/25.  The project is completed and the site was fully opened to the public on June 25, 2013.  No change on status. 2013 Street Resurfacing Program

East 25th Avenue between Surf Avenue and the boardwalk was resurfaced on Tuesday May 21, 2013.  Bids will be received on May 29, 2013 for the resurfacing of the following sections of roadways: SW 18th Avenue between Maryland and Delaware Avenues, the intersection of 16th & Central Avenues, Anglesea Drive between Ohio Avenue and NJ Route 147 (Spruce Ave), and Ohio Avenue between Pine Avenue and Anglesea Drive.  If all is in order with the bids received the work will be completed in June 2013.  Bids were received and a contract was awarded to the low bidder, Asphalt Paving Systems, Inc.  The contractor commenced work last week with the minor concrete work included in the contract.  SW 18th Avenue between Maryland and Delaware Avenues will be pulverized on Monday June 24, 2013 and paved on June 25, 2013, weather permitting.  Ohio Avenue between Pine Avenue and Anglesea Drive will be pulverized on Monday afternoon or Tuesday 6/25/13 and paved before the end of next week.  Anglesea Drive between Ohio Ave and Spruce Ave will be milled and paved next week.  The intersection of 16th and Central Avenues (southbound lane) will be milled and paved next week following completion of the concrete improvements.  The contractor is currently working on the replacement of the curb ramps at 15th and 16th Avenues (west side of Central Ave) to make them fully ADA compliant.  The concrete gutter will also be replaced between 15th and 16thAvenues (southbound = west side) in order to reduce the persistent standing water on this section of roadway.  All work is expected to be completed by July 4th.  All concrete work included in the contract was completed last week (June 28, 2013) and the roadwork is underway.  The contractor is making every effort to resurface the roadways, but the weather and threat of inclement weather has delayed completion of the work.  The work cannot be completed when the forecast has probable chance of inclement weather.  Every effort is being made to have the work completed this week.  The contractor is currently attempting to pave Anglesea Drive between Spruce Ave (NJ Route 147 by the jug handle) to Ohio Avenue and will then resurface Ohio Avenue between Pine Avenue and Anglesea Drive.  All milling and excavation work has been completed.  The contractor will then complete the resurfacing of the intersection of 16th & Central Avenues (south bound side only) and then he will resurface SW 18th Avenue between Maryland and Delaware Avenues.  The project is substantially completed and a punch list is being generated.  It is anticipated only minor items will be included on the punch list and any corrective action should be completed within a few weeks.  No change on status. Replacement of the Street End Bulkhead at 15th Avenue

The project will be advertised for bids within 2 weeks.  The work will be completed this fall/winter 2013. [hr] 

 

ADA Compliant Curb Ramp Access Improvements-Various Locations

This project includes the replacement of all curb ramps at the intersections on Central Avenue between 8th and 21st Avenues and on Ocean Avenue between 2nd and 5th Avenues.  In addition, an add alternate is included in the bid for replacement of curb ramps on portions of Ohio Avenue and Anglesea Drive.  Bids were received on August 28, 2013 and review of the bids is ongoing.  Work is expected to begin by the end of this month.  The City is awaiting approval by the funding agency (NJDCA) to proceed with construction.  Approval is expected within the next week.  Work will likely commence in late October.

 

2013 Street & Utility Reconstruction

This project includes 13th Avenue between Ocean Avenue and JFK Beach Drive, 14th Avenue between Ocean Avenue and the beach and 17th Avenue between Maryland and Delaware Avenues.  This project has become a necessity due to ongoing problems and failures with the sanitary sewers and storm sewers.  Water Utility improvements funded by Wildwood Water Utility will be included in the project.  The project requires approval by USDA because of partial funding coming from the agency.  Approval to advertise for bids from USDA is expected this month and advertisement will immediately follow their approval.  Work is expected to commence by November 2013.  No change in status. 2014 Street & Utility Reconstruction

The City is making application for funding to the NJ Environmental Infrastructure Trust Program for street and utility reconstruction of the following:

  • Surf Avenue between 1st and 11th Avenues
  • Ocean Avenue between 2nd and 18th Avenues
  • Storm Sewer Truck line replacement on the beach (under bike path) between 4th and 15th Avenues
  • 4th Avenue between Ocean Avenue and JFK Beach Drive
  • 7th Avenue between Surf Avenue and JFK Beach Drive
  • 8th Avenue between Surf Avenue and JFK Beach Drive
  • 12th Avenue between Surf Avenue and JFK Beach Drive

This is a very large project that will be completed over the course of a few years.  The planning and design work will be completed between now and June 2014.  Approval by the funding agency should be obtained in summer 2014 and construction is expected to commence in fall 20104 with completion in spring of 2016 (no work in the summer of 2015).  No change in status. South Jersey Gas Company Infrastructure Improvements

South Jersey Gas Company will be completing natural gas utility improvements on the following roadways: 10th Avenue between New York and Central Avenues; 18th Avenue between Central and Surf Avenues (retirement of abandoned main); 23rd Avenue between Central and Atlantic Avenues.  Work is expected to start today (9/26/13) on West 10th Avenue.  The project includes installation of new high pressure gas mains and services on the portions of 10th and 23rd Avenues.  The work on 18th Avenue is limited to retirement of an abandoned gas main.  Work is expected to be completed by the end of the year, with the exception of the required final restoration.  The final restoration (milling and paving) will likely be completed during the spring 2014.  All disturbed areas will be base paved as work progresses. Upcoming/Pending Projects:

  • Olde NJ Avenue Streetscape Improvements between Spruce and 2nd Avenues.  The received a $450,000 Transportation Enhancement grant form NJDOT for intermodal and streetscape improvements.  The project requires matching funds and the work is expected to be completed in 2014.  No change in status. Replace Bay Front Bulkhead on Maryland Avenue off of SW 18th Avenue

Emergency Bulkhead Replacement on JFK Beach Drive between 3rd and 4th Avenues

Emergency Repairs to the Existing Bulkhead on JFK Beach Drive between 2nd and 3rd Avenues & the Gazebo Landing Area

Boardwalk Concrete Repairs

Structural repairs to the concrete portion of the boardwalk between 16th and 26th Avenues commenced in late February.  The work is being performed by Bud Concrete, Inc. from Sewell, NJ.  The Contractor is complete. The project is complete. [hr] 

ADA Compliant Beach Access Improvements

ADA compliant concrete and timber/composite beach access improvements and walkways are being constructed at 16th through 20th Avenues, as well as at 23rd and 24th Avenues.  The work commenced on December 26, 2012.  The work is being performed by L. Feriozzi Concrete Company form Atlantic City, NJ.  The contractor has completed concrete walkways on 16th, 17th, 18th 19th , 20th, 23rd and 24th Avenues.  The contractor has completed the installation of timber and composite walkways at 17th, 18th, 19th , 20th  and 23rd Avenues and is currently working on 24th Avenues as well as replacement of a portion of the beach bike path between 15th and 17th Avenues.  16th Avenue walkway has been graded and is ready for installation of the new walkway, but we are awaiting relocation of a street light guide line which is obstructing the walkway.  The Contractor has substantially completed all work on this contract.  Minor punch list work remains and will be completed in the coming weeks.  No change in status. South Jersey Gas Company’s contractor, CTX commenced work on Monday March 11, 2013.  The contractor is currently working on 6th , 7th, 8th , and Central Avenues.  There are numerous sections of roadway included in the contract with the bulk of work being completed between Central Avenue and the beach from 15th Avenue to Spruce Avenue and between Delaware and Central Avenues between Chestnut Avenue and Anglesea Drive.  Work on this project continues.  The contractors have completed 98% of the main improvements.  Work on services and tie-ins continues.  There are approximately 325 services remaining to be replaced.  All tie-ins are scheduled for replacement by June 7, 2013.  Services are expected to be completed by August 9, 2013.  Restorations of disturbed areas at service locations are expected to be completed by August 9, 2013.  The resurfacing (mill and pave) work will be completed in the early fall 2013 in order to avoid disruption during the summer season and to allot ample time for trench settlement.  All work is expected to be completed by October 15, 2013.  All tie-ins have been completed.  All mains have been installed.  The contractor will have all work completed between Ocean Avenue and JFK Beach Drive by the end of the day on June 21, 2013.  All work on Olde NJ Avenue is completed and the resurfacing of the roadway was completed on June 5, 2013.  Approximately 275 services remain to be completed.  The balance of service work and restorations may be postponed until the fall.  Temporary stabilization (asphalt) of disturbed concrete areas east of Surf Avenue will be completed prior to the 4th of July Holiday.  Other disturbed concrete areas will be temporarily stabilized following the 4th of July Holiday.  The project resumed work on July 15, 2013 on 7th Avenue between Central and Atlantic Avenues.  The contractor has completed installation of all services on this portion of 7th Avenue.  After 7th Avenue the contractor commenced service renewals on 11th Avenue between Central and Atlantic Avenues.  All services have been replace don this section of 11thAvenue as of the end of the day on July 24, 2013.  The contractor continued progress on the project with service renewals on Atlantic Avenue between 11th and 12th Avenues commencing on July 24, 2013.  The services on this portion of Atlantic Avenue should be completed on July 25, 2013 at which time the contractor will move to 5th Avenue between Central and Atlantic Avenues and then to 5th Avenue between Atlantic and Surf Avenues.  The service renewal work on 5th Avenue is expected to be completed during the week of August 5th.  In addition the contractor has been working on repairing disturbed areas at the meter locations (adjacent to property structures) at various locations and he has been restoring disturbed concrete and asphalt areas within one (1) week of disturbance in areas currently having services replaced.  Service renewal work will continue through the balance of the summer and into the fall.  South Jersey Gas Company maintains staff at all times on the active construction sites and SJG has hired North Wildwood police officers for traffic control purposes.  The final restoration (milling and paving) of the various streets disturbed as part of this project will be completed prior to the end of the year. Beach Re-Nourishment, Spring 2012

We are currently out for bid for the re-nourishment of the beach to restore the beach to conditions prior to Hurricane Sandy.  In an effort to obtain the best price the City has this project out to bid with two construction methods.  One contract is to dredge the needed material from Hereford Inlet and the other contract is to truck the sand onto the beach form an off-shore borrow site.  The base bid for the project includes 153,000 cubic yards and the contracts include an add alternate option for an additional 75,000 cubic yards of material.  Bids will be received by the City of March 20, 2013.  Work will start as soon as required federal and state permits are received, which is anticipated by late April.  The project requires completion by June 25, 2013.  Bids were received on March 20, 2013.  The low bidder is Norfolk Dredging from Norfolk, Virginia.  The City is currently evaluating the bids to make determination on award of the base bid (153,000 CY) or the base bid plus add alternate (additional 75,000 CY).  We continue to await required regulatory approvals to proceed with the project.  The contract was awarded to Norfolk Dredging Company for the base bid contract to pump 153,000 cubic yards of material onto the beach.  The contractor is currently installing the pipeline in the water from the dredge borrow site in Hereford Inlet and weather permitting expects to start pumping sand in the south end of the City by June 1, 2013.  All work is expected to be completed by July 3, 2013.  The beach fill project is well underway with approximately 80,000 CY pumped to date.  As of today (6/21/13) the contractor is filling the south end of the City between 23rd and 26th Avenues.  The south end fill is expected to be completed, weather permitting, late Sunday or early Monday and the fill in the north end will resume immediately.  Approximately 60,000 CY remain to be pumped in the north end between 3rd and 7th Avenues.  The pipeline across the beach is extended from 2nd Avenue to 25th Avenue.  A portion of the pipeline will be removed in the coming days as the fill in the south end is completed.  The contractor has provided access ramps over the pipeline at each beach street access locations.  All work is expected to be completed prior to July 4th  .  The project is substantially completed.  All beach fill has been completed and all equipment and pipeline materials will be removed from the beach by Wednesday July 3, 2013.  All sections of the beach with the exception of the area between 2nd and 4th Avenues are currently open and the section between 2nd and 4th Avenue will be open prior to the 4th of July Holiday.  The contractor will complete the required planting of dune grass in the fall when the climate is more conducive to the growth and establishment of the vegetation.  All materials and pipeline have been removed from the beach and all sections of the beach are open.  The planting of dune grass will be completed in the fall of this year. Replacement of the beach bike path between 15th and 21st Avenues

The timber bike path on the beach will be replaced this spring, assuming the bids are submitted in proper order and do not require re-bidding.  Bids will be received by the City on March 20, 2013 and the project is expected to be completed by the end of June.  The existing timber path is being replacing with a timber framing system and composite decking.  The new path will be fully ADA compliant.  Bids were received on March 20, 2013 and a contract has been awarded to Thomas Barry Marine Construction form South Dennis, NJ.  The preconstruction meeting will be held the week of April 8, 2013.  The contractor is currently fabricating the bike path and walkway panels in his construction yard.  Installation and construction of the new bike path is expected to commence this week.  All work will be completed prior to the 4th of July holiday.  The contractor has substantially completed the bike path and ADA compliant access improvements.  Minor punch list items remain and will be completed within the next week.  No change in status. Street & Utility Reconstruction of 13th Avenue between Ocean Avenue and JFK Beach Drive

This portion of 13th Avenue will be reconstructed this Spring.  The project was advertised for bids on March 13, 2013 and bids will be received by the City on March 27, 2013.  The project includes replacement of the failing sanitary and storm sewer systems, replacement of water services, reconstruction of the roadway and replacement of the curbs and gutters where needed for the utility improvements.  Work is expected to commence in late-April with the utility, concrete and restoration work completed by Memorial Day; roadway reconstruction and base paving completed by June 5, 2013 and the surface course paving and line striping of the roadway completed by June 21, 2013.  Bids were received on March 27, 2013 and Mathis Construction Company, Inc. form Little Egg Harbor is the apparent low bidder.  The bids are being reviewed and a decision will be made shortly on whether to proceed at this time or delay the construction until the fall to avoid conflict with the summer season.  The City elected to reject all bids received due to uncertainty of potential impacts and disruption to businesses in the area.  The project will be re-advertised for bids in the late summer for a fall 2013 construction project.  No change in status. Replacement of the street end bulkheads at 7th and 8th Avenues (Bay Front)

The street end bulkheads at 7th and 8th Avenues will be replaced this Spring/Summer.  The project was advertised for bids on March 13, 2013 and bids will be received by the City on March 27, 2013.  The new bulkheads will be reconstructed for the full length of the street ends, will include a new concrete floodwall, vinyl bulkhead sheathing and reconstruction of the street end.  New tide flex valves will also be installed as part of the project.  Work is expected to commence in late April or early May upon delivery of the materials (long lead time on the bulkhead materials) and the project is expected to be substantially completed by the end of June.  Bids were received on March 27, 2013 and RA Walters & Son, Inc. form Cape May Court House, NJ is the apparent low bidder.  The contract is expected to be awarded to RA Walters on April 16, 2013 and work will commence shortly thereafter.  The contract was awarded to RA Walters & Son, Inc..  The preconstruction meeting was held earlier this month.  The City just received (on May 28, 2013) the final executed access agreements from adjacent property owners necessary in order to properly complete the project.  The materials were delivered to the site on May 28, 2013.  The contractor will commence work on Thursday May 30, 2013.  The contractor is awaiting relocation of overhead utility lines at 8th Avenue and a utility pole relocation at 7th Avenue.  The utility relocations are expected to be completed within one week.  The contractor will start work on the 7th Ave site where a section of the proposed improvements are not impacted by the utility conflicts.  Work on the 7th Avenue bulkhead is well underway.  We are currently waiting for Verizon, Atlantic City Electric and Comcast to relocate the balance of their utilities in conflict with the project at the 7th Ave street end.  Optimistically the pole relocation will be completed next week.  The balance of the bulkhead piling and vinyl sheet piles cannot be installed until the pole is relocated.  The contractor will commence construction of the reinforced concrete floodwall over the vinyl bulkhead installed on the portion of 7th Avenue between the bay and the Senior housing complex (mid-block+/-).  This work will be completed prior to July 4th.  Work on the 8th Avenue bulkhead will commence as soon as the 7th Avenue work is completed or at a point where no additional work can be completed due to the utility conflicts with the utility pole.  If necessary the contractor will move over to the 8th Ave site, where the utility line conflicts were resolved with relocations last week.  All work is expected to be completed by the end of July.  We continue to await the relocation of the utility pole on 7th Avenue.  The contractor is continuing with work on the reinforced concrete flood wall parallel to 7th Avenue.  This work should be completed by the end of this week and then the balance of work on 7thAvenue must be delayed until such time that the utility pole is relocated.  The contractor will be moving over to the 8th Avenue street end very soon.  All work at the 8th Avenue street end can be completed at this time since all conflicting overhead utilities have been relocated.  All conflicting overhead utilities and poles have been relocated by the respective utility owners and work resumed on the 7th Avenue street end bulkhead on July 16, 2013.  The bulkhead replacement on 7th Avenue is approximately 90% completed and work on construction of the balance of the reinforced concrete cap/flood wall will be underway on or about July 29th.  Concrete curbing, sidewalk, pavement, etc. will be underway on 7th Avenue during the week of August 5th, if not sooner.  The contractor will commence the bulkhead replacement on 8th Avenue the week of July 29th .  [hr] 

Community Center Roof Replacement

The existing roof will be replaced on the Community Center on central Avenue between 9th and 10th Avenues.  The new roof will be a fully adhered EPDM system.  The work will be completed this Spring.  The project was advertised for bids on March 13, 2013 and bids will be received by the City on March 27, 2013.  The project should be completed by Memorial Day.  Bids were received on March 27, 2013 and DA Nolt, Inc. of Berlin, NJ is the apparent low bidder.  The City is currently reviewing the various options included in the bid package and will make a decision shortly on the course of action.  The City rejected all bids received due to lack of funds to complete the project at this time.  No change in status. 2013-2015 Emergency Repair Contract

The City is currently out to bid for the 2013-2015 Emergency repair Contract.  Bids will be received by the City on March 20, 2013.  The purpose of this contract is to formally obtain a designated contractor who will be under contract to perform emergency repairs in the City on an “if and where” basis.   Repairs include but are not limited to: emergency sewer breaks and repairs, emergency pumping for storm water, emergency storm sewer repairs, emergency roadway repairs, etc.  Bids were received on March 20, 2013 and the contract has been awarded to Perna Finnigan, Inc. from Vineland, NJ.  No change in status. Tide Flex Valve Replacement Program

Numerous tidal back flow prevention tide flex valves will be replaced on the majority of bay front outfalls located between 26th Avenue and Chestnut Avenue at locations the existing valves are currently not properly functioning.  The project was advertised for bids on March 13, 2013 and bids will be received by the City on March 27, 2013.  There is a long delivery time (approximately 10 weeks) to receive the valves following order of the same, but the work is expected to be completed in late July when the valves are anticipated to arrive.    Bids were received on March 27, 2013 and Walters Marine Construction, Inc. form Ocean View, NJ is the apparent low bidder.  The contract is expected to be awarded to Walters Marine Construction on April 16, 2013 and work will commence shortly thereafter.  The contract has been awarded to Walters Marine Construction.  The valves have been ordered and are expected to be delivered in 4-5 weeks.  All work is expected to be completed by the end of August 2013.  Minimal, if any, disturbance and disruption is anticipated on this project.  No change in status.  The contractor received a portion of the valves from the manufacturer last week and commenced installations on July 22nd.  The balance of valves are scheduled for delivery on or about August 9th.  The contractor at this time continues to install the valves he has, working around the tidal conditions as necessary for installation. Allen Drive Emergency Sewer Repair

The existing sanitary sewer main failed on Allen Drive between Anglesea Drive and Seaspray Court.  The City’s emergency repair contractor, Perna Finnigan, Inc. completed the replacement of the sanitary sewer main and they have reconstructed the utility trench.  A portion of the storm sewer system at Anglesea Drive intersection also failed and work remains to be completed on the storm sewer improvements.  The storm sewer work is expected to be completed next week.  The trench will require surface course paving final 2” of asphalt) and this work will be completed after a trench settlement period elapses.  All emergency utility work has been completed.  The concrete curb and gutters disturbed have been replaced.  The trench will be resurfaced as a temporary measure next week.  All trenches have been reconstructed and the surface course paving of the utility trench between Anglesea Drive and Seaspray Court is being completed today, weather permitting.  The project is completed. Expansion of the Seawall Promenade at Hereford Avenue

Bids were received and a contract has been awarded to L. Feriozzi Concrete Company form Atlantic City, New Jersey for the widening of the existing seawall promenade at Hereford Avenue.  The promenade widening will be constructed out of reinforced concrete and will add approximately 3 feet in width to the Hereford Avenue section.  Work is expected to commence in June and be completed by the end of August 2013.  The seawall promenade expansion is well underway and nearing completion.  The wall expansion will be completed today (6/21) and the balance of work will be completed by June 26, 2013.  The expanded promenade will be opened to the public, weather permitting on Tuesday 6/25.  The project is completed and the site was fully opened to the public on June 25, 2013.  No change on status. 2013 Street Resurfacing Program

East 25th Avenue between Surf Avenue and the boardwalk was resurfaced on Tuesday May 21, 2013.  Bids will be received on May 29, 2013 for the resurfacing of the following sections of roadways: SW 18th Avenue between Maryland and Delaware Avenues, the intersection of 16th & Central Avenues, Anglesea Drive between Ohio Avenue and NJ Route 147 (Spruce Ave), and Ohio Avenue between Pine Avenue and Anglesea Drive.  If all is in order with the bids received the work will be completed in June 2013.  Bids were received and a contract was awarded to the low bidder, Asphalt Paving Systems, Inc.  The contractor commenced work last week with the minor concrete work included in the contract.  SW 18th Avenue between Maryland and Delaware Avenues will be pulverized on Monday June 24, 2013 and paved on June 25, 2013, weather permitting.  Ohio Avenue between Pine Avenue and Anglesea Drive will be pulverized on Monday afternoon or Tuesday 6/25/13 and paved before the end of next week.  Anglesea Drive between Ohio Ave and Spruce Ave will be milled and paved next week.  The intersection of 16th and Central Avenues (southbound lane) will be milled and paved next week following completion of the concrete improvements.  The contractor is currently working on the replacement of the curb ramps at 15th and 16th Avenues (west side of Central Ave) to make them fully ADA compliant.  The concrete gutter will also be replaced between 15th and 16th Avenues (southbound = west side) in order to reduce the persistent standing water on this section of roadway.  All work is expected to be completed by July 4th.  All concrete work included in the contract was completed last week (June 28, 2013) and the roadwork is underway.  The contractor is making every effort to resurface the roadways, but the weather and threat of inclement weather has delayed completion of the work.  The work cannot be completed when the forecast has probable chance of inclement weather.  Every effort is being made to have the work completed this week.  The contractor is currently attempting to pave Anglesea Drive between Spruce Ave (NJ Route 147 by the jug handle) to Ohio Avenue and will then resurface Ohio Avenue between Pine Avenue and Anglesea Drive.  All milling and excavation work has been completed.  The contractor will then complete the resurfacing of the intersection of 16th & Central Avenues (south bound side only) and then he will resurface SW 18th Avenue between Maryland and Delaware Avenues.  The project is substantially completed and a punch list is being generated.  It is anticipated only minor items will be included on the punch list and any corrective action should be completed within a few weeks. Replacement of the Street End Bulkhead at 15th Avenue

  • Olde NJ Avenue Streetscape Improvements between Spruce and 2nd Avenues.  The received a $450,000 Transportation Enhancement grant form NJDOT for intermodal and streetscape improvements.  The project requires matching funds and the work is expected to be completed in 2014.

Boardwalk Concrete Repairs

Structural repairs to the concrete portion of the boardwalk between 16th and 26th Avenues commenced in late February.  The work is being performed by Bud Concrete, Inc. from Sewell, NJ.  The Contractor is complete. The project is complete. [hr] 

ADA Compliant Beach Access Improvements

ADA compliant concrete and timber/composite beach access improvements and walkways are being constructed at 16th through 20th Avenues, as well as at 23rd and 24th Avenues.  The work commenced on December 26, 2012.  The work is being performed by L. Feriozzi Concrete Company from Atlantic City, NJ.  The contractor has completed concrete walkways on 16th, 17th, 18th 19th , 20th, 23rd and 24th Avenues.  The contractor has completed the installation of timber and composite walkways at 17th, 18th, 19th , 20th  and 23rd Avenues and is currently working on 24th Avenue as well as replacement of a portion of the beach bike path between 15th and 17th Avenues.  16th Avenue walkway has been graded and is ready for installation of the new walkway, but we are awaiting relocation of a street light guide line which is obstructing the walkway.  The Contractor has substantially completed all work on this contract.  Minor punch list work remains and will be completed in the coming weeks.  No change in status. Resurfacing of Maryland Avenue between NW 18th and 16th Avenues

Replacement of the street end bulkheads at 7th and 8th Avenues (Bay Front)

The street end bulkheads at 7th and 8th Avenues will be replaced this Spring/Summer.  The project was advertised for bids on March 13, 2013 and bids will be received by the City on March 27, 2013.  The new bulkheads will be reconstructed for the full length of the street ends, will include a new concrete floodwall, vinyl bulkhead sheathing and reconstruction of the street end.  New tide flex valves will also be installed as part of the project.  Work is expected to commence in late April or early May upon delivery of the materials (long lead time on the bulkhead materials) and the project is expected to be substantially completed by the end of June.  Bids were received on March 27, 2013 and RA Walters & Son, Inc. form Cape May Court House, NJ is the apparent low bidder.  The contract is expected to be awarded to RA Walters on April 16, 2013 and work will commence shortly thereafter.  The contract was awarded to RA Walters & Son, Inc..  The preconstruction meeting was held earlier this month.  The City just received (on May 28, 2013) the final executed access agreements from adjacent property owners necessary in order to properly complete the project.  The materials were delivered to the site on May 28, 2013.  The contractor will commence work on Thursday May 30, 2013.  The contractor is awaiting relocation of overhead utility lines at 8th Avenue and a utility pole relocation at 7th Avenue.  The utility relocations are expected to be completed within one week.  The contractor will start work on the 7th Ave site where a section of the proposed improvements are not impacted by the utility conflicts.  Work on the 7th Avenue bulkhead is well underway.  We are currently waiting for Verizon, Atlantic City Electric and Comcast to relocate the balance of their utilities in conflict with the project at the 7th Ave street end.  Optimistically the pole relocation will be completed next week.  The balance of the bulkhead piling and vinyl sheet piles cannot be installed until the pole is relocated.  The contractor will commence construction of the reinforced concrete floodwall over the vinyl bulkhead installed on the portion of 7th Avenue between the bay and the Senior housing complex (mid-block+/-).  This work will be completed prior to July 4th.  Work on the 8th Avenue bulkhead will commence as soon as the 7th Avenue work is completed or at a point where no additional work can be completed due to the utility conflicts with the utility pole.  If necessary the contractor will move over to the 8th Ave site, where the utility line conflicts were resolved with relocations last week.  All work is expected to be completed by the end of July.  We continue to await the relocation of the utility pole on 7th Avenue.  The contractor is continuing with work on the reinforced concrete flood wall parallel to 7th Avenue.  This work should be completed by the end of this week and then the balance of work on 7th Avenue must be delayed until such time that the utility pole is relocated.  The contractor will be moving over to the 8th Avenue street end very soon.  All work at the 8th Avenue street end can be completed at this time since all conflicting overhead utilities have been relocated. Community Center Roof Replacement

The existing roof will be replaced on the Community Center on central Avenue between 9th and 10th Avenues.  The new roof will be a fully adhered EPDM system.  The work will be completed this Spring.  The project was advertised for bids on March 13, 2013 and bids will be received by the City on March 27, 2013.  The project should be completed by Memorial Day.  Bids were received on March 27, 2013 and DA Nolt, Inc. of Berlin, NJ is the apparent low bidder.  The City is currently reviewing the various options included in the bid package and will make a decision shortly on the course of action.  The City rejected all bids received due to lack of funds to complete the project at this time.  No change in status. 2013-2015 Emergency Repair Contract

The City is currently out to bid for the 2013-2015 Emergency repair Contract.  Bids will be received by the City on March 20, 2013.  The purpose of this contract is to formally obtain a designated contractor who will be under contract to perform emergency repairs in the City on an “if and where” basis.   Repairs include but are not limited to: emergency sewer breaks and repairs, emergency pumping for storm water, emergency storm sewer repairs, emergency roadway repairs, etc.  Bids were received on March 20, 2013 and the contract has been awarded to Perna Finnigan, Inc. from Vineland, NJ.  No change in status. Tide Flex Valve Replacement Program

Numerous tidal back flow prevention tide flex valves will be replaced on the majority of bay front outfalls located between 26th Avenue and Chestnut Avenue at locations the existing valves are currently not properly functioning.  The project was advertised for bids on March 13, 2013 and bids will be received by the City on March 27, 2013.  There is a long delivery time (approximately 10 weeks) to receive the valves following order of the same, but the work is expected to be completed in late July when the valves are anticipated to arrive.    Bids were received on March 27, 2013 and Walters Marine Construction, Inc. form Ocean View, NJ is the apparent low bidder.  The contract is expected to be awarded to Walters Marine Construction on April 16, 2013 and work will commence shortly thereafter.  The contract has been awarded to Walters Marine Construction.  The valves have been ordered and are expected to be delivered in 4-5 weeks.  All work is expected to be completed by the end of August 2013.  Minimal, if any, disturbance and disruption is anticipated on this project.  No change in status.

Allen Drive Emergency Sewer Repair

The existing sanitary sewer main failed on Allen Drive between Anglesea Drive and Seaspray Court.  The City’s emergency repair contractor, Perna Finnigan, Inc. completed the replacement of the sanitary sewer main and they have reconstructed the utility trench.  A portion of the storm sewer system at Anglesea Drive intersection also failed and work remains to be completed on the storm sewer improvements.  The storm sewer work is expected to be completed next week.  The trench will require surface course paving final 2” of asphalt) and this work will be completed after a trench settlement period elapses.  All emergency utility work has been completed.  The concrete curb and gutters disturbed have been replaced.  The trench will be resurfaced as a temporary measure next week.  All trenches have been reconstructed and the surface course paving of the utility trench between Anglesea Drive and Seaspray Court is being completed today, weather permitting. Expansion of the Seawall Promenade at Hereford Avenue

Bids were received and a contract has been awarded to L. Feriozzi Concrete Company form Atlantic City, New Jersey for the widening of the existing seawall promenade at Hereford Avenue.  The promenade widening will be constructed out of reinforced concrete and will add approximately 3 feet in width to the Hereford Avenue section.  Work is expected to commence in June and be completed by the end of August 2013.  The seawall promenade expansion is well underway and nearing completion.  The wall expansion will be completed today (6/21) and the balance of work will be completed by June 26, 2013.  The expanded promenade will be opened to the public, weather permitting on Tuesday 6/25.  The project is completed and the site was fully opened to the public on June 25, 2013. 2013 Street Resurfacing Program

East 25th Avenue between Surf Avenue and the boardwalk was resurfaced on Tuesday May 21, 2013.  Bids will be received on May 29, 2013 for the resurfacing of the following sections of roadways: SW 18th Avenue between Maryland and Delaware Avenues, the intersection of 16th & Central Avenues, Anglesea Drive between Ohio Avenue and NJ Route 147 (Spruce Ave), and Ohio Avenue between Pine Avenue and Anglesea Drive.  If all is in order with the bids received the work will be completed in June 2013.  Bids were received and a contract was awarded to the low bidder, Asphalt Paving Systems, Inc.  The contractor commenced work last week with the minor concrete work included in the contract.  SW 18th Avenue between Maryland and Delaware Avenues will be pulverized on Monday June 24, 2013 and paved on June 25, 2013, weather permitting.  Ohio Avenue between Pine Avenue and Anglesea Drive will be pulverized on Monday afternoon or Tuesday 6/25/13 and paved before the end of next week.  Anglesea Drive between Ohio Ave and Spruce Ave will be milled and paved next week.  The intersection of 16th and Central Avenues (southbound lane) will be milled and paved next week following completion of the concrete improvements.  The contractor is currently working on the replacement of the curb ramps at 15th and 16th Avenues (west side of Central Ave) to make them fully ADA compliant.  The concrete gutter will also be replaced between 15th and 16th Avenues (southbound = west side) in order to reduce the persistent standing water on this section of roadway.  All work is expected to be completed by July 4th.  All concrete work included in the contract was completed last week (June 28, 2013) and the roadwork is underway.  The contractor is making every effort to resurface the roadways, but the weather and threat of inclement weather has delayed completion of the work.  The work cannot be completed when the forecast has probable chance of inclement weather.  Every effort is being made to have the work completed this week.  The contractor is currently attempting to pave Anglesea Drive between Spruce Ave (NJ Route 147 by the jug handle) to Ohio Avenue and will then resurface Ohio Avenue between Pine Avenue and Anglesea Drive.  All milling and excavation work has been completed.  The contractor will then complete the resurfacing of the intersection of 16th & Central Avenues (south bound side only) and then he will resurface SW 18th Avenue between Maryland and Delaware Avenues. Feriozzi Concrete Company form Atlantic City, NJ.  The contractor has completed concrete walkways on 16th, 17th, 18th 19th , 20th, 23rd and 24th avenues.  The contractor has completed the installation of timber and composite walkways at 17th, 18th, 19th , 20th  and 23rd avenues and is currently working on 24thAvenue as well as replacement of a portion of the beach bike path between 15th and 17th Avenues.  16th Avenue walkway has been graded and is ready for installation of the new walkway, but we are awaiting relocation of a street light guide line which is obstructing the walkway.  The Contractor has substantially completed all work on this contract.  Minor punch list work remains and will be completed in the coming weeks.  No change in status. Beach Re-Nourishment, Spring 2012

The beach fill project is well underway with approximately 80,000 CY pumped to date.  As of today (6/21/13) the contractor is filling the south end of the City between 23rd and 26thAvenues.  The south end fill is expected to be completed, weather permitting, late Sunday or early Monday and the fill in the north end will resume immediately.  Approximately 60,000 CY remain to be pumped in the north end between 3rd and 7th Avenues.  The pipeline across the beach is extended from 2nd Avenue to 25th Avenue.  A portion of the pipeline will be removed in the coming days as the fill in the south end is completed.  The contractor has provided access ramps over the pipeline at each beach street access locations.  All work is expected to be completed prior to July 4th  . South Jersey Gas Company’s contractor, CTX commenced work on Monday March 11, 2013.  The contractor is currently working on 6th , 7th, 8th , and Central Avenues.  There are numerous sections of roadway included in the contract with the bulk of work being completed between Central Avenue and the beach from 15th Avenue to Spruce Avenue and between Delaware and Central Avenues between Chestnut Avenue and Anglesea Drive.  Work on this project continues.  The contractors have completed 98% of the main improvements.  Work on services and tie-ins continues.  There are approximately 325 services remaining to be replaced.  All tie-ins are scheduled for replacement by June 7, 2013.  Services are expected to be completed by August 9, 2013.  Restorations of disturbed areas at service locations are expected to be completed by August 9, 2013.  The resurfacing (mill and pave) work will be completed in the early fall 2013 in order to avoid disruption during the summer season and to allot ample time for trench settlement.  All work is expected to be completed by October 15, 2013.

Beach Re-Nourishment, Spring 2012

We are currently out for bid for the re-nourishment of the beach to restore the beach to conditions prior to Hurricane Sandy.  In an effort to obtain the best price the City has this project out to bid with two construction methods.  One contract is to dredge the needed material from Hereford Inlet and the other contract is to truck the sand onto the beach form an off-shore borrow site.  The base bid for the project includes 153,000 cubic yards and the contracts include an add alternate option for an additional 75,000 cubic yards of material.  Bids will be received by the City of March 20, 2013.  Work will start as soon as required federal and state permits are received, which is anticipated by late April.  The project requires completion by June 25, 2013.  Bids were received on March 20, 2013.  The low bidder is Norfolk Dredging from Norfolk, Virginia.  The City is currently evaluating the bids to make determination on award of the base bid (153,000 CY) or the base bid plus add alternate (additional 75,000 CY).  We continue to await required regulatory approvals to proceed with the project.  The contract was awarded to Norfolk Dredging Company for the base bid contract to pump 153,000 cubic yards of material onto the beach.  The contractor is currently installing the pipeline in the water from the dredge borrow site in Hereford Inlet and weather permitting expects to start pumping sand in the south end of the City by June 1, 2013.  All work is expected to be completed by July 3, 2013.

Replacement of the beach bike path between 15th and 21st Avenues

The timber bike path on the beach will be replaced this spring, assuming the bids are submitted in proper order and do not require re-bidding.  Bids will be received by the City on March 20, 2013 and the project is expected to be completed by the end of June.  The existing timber path is being replacing with a timber framing system and composite decking.  The new path will be fully ADA compliant.  Bids were received on March 20, 2013 and a contract has been awarded to Thomas Barry Marine Construction form South Dennis, NJ.  The preconstruction meeting will be held the week of April 8, 2013.  The contractor is currently fabricating the bike path and walkway panels in his construction yard.  Installation and construction of the new bike path is expected to commence this week.  All work will be completed prior to the 4th of July holiday.

Street & Utility Reconstruction of 13th Avenue between Ocean Avenue and JFK Beach Drive

This portion of 13th Avenue will be reconstructed this Spring.  The project was advertised for bids on March 13, 2013 and bids will be received by the City on March 27, 2013.  The project includes replacement of the failing sanitary and storm sewer systems, replacement of water services, reconstruction of the roadway and replacement of the curbs and gutters where needed for the utility improvements.  Work is expected to commence in late-April with the utility, concrete and restoration work completed by Memorial Day; roadway reconstruction and base paving completed by June 5, 2013 and the surface course paving and line striping of the roadway completed by June 21, 2013.  Bids were received on March 27, 2013 and Mathis Construction Company, Inc. form Little Egg Harbor is the apparent low bidder.  The bids are being reviewed and a decision will be made shortly on whether to proceed at this time or delay the construction until the fall to avoid conflict with the summer season.  The City elected to reject all bids received due to uncertainty of potential impacts and disruption to businesses in the area.  The project will be re-advertised for bids in the late summer for a fall 2013 construction project.

Replacement of the street end bulkheads at 7th and 8th Avenues (Bay Front)

The street end bulkheads at 7th and 8th Avenues will be replaced this Spring/Summer.  The project was advertised for bids on March 13, 2013 and bids will be received by the City on March 27, 2013.  The new bulkheads will be reconstructed for the full length of the street ends, will include a new concrete floodwall, vinyl bulkhead sheathing and reconstruction of the street end.  New tide flex valves will also be installed as part of the project.  Work is expected to commence in late April or early May upon delivery of the materials (long lead time on the bulkhead materials) and the project is expected to be substantially completed by the end of June.  Bids were received on March 27, 2013 and RA Walters & Son, Inc. form Cape May Court House, NJ is the apparent low bidder.  The contract is expected to be awarded to RA Walters on April 16, 2013 and work will commence shortly thereafter.  The contract was awarded to RA Walters & Son, Inc..  The preconstruction meeting was held earlier this month.  The City just received (on May 28, 2013) the final executed access agreements from adjacent property owners necessary in order to properly complete the project.  The materials were delivered to the site on May 28, 2013.  The contractor will commence work on Thursday May 30, 2013.  The contractor is awaiting relocation of overhead utility lines at 8th Avenue and a utility pole relocation at 7th Avenue.  The utility relocations are expected to be completed within one week.  The contractor will start work on the 7th Ave site where a section of the proposed improvements are not impacted by the utility conflicts.  Work is expected to be completed by July 15, 2013. 

Community Center Roof Replacement

The existing roof will be replaced on the Community Center on central Avenue between 9th and 10th Avenues.  The new roof will be a fully adhered EPDM system.  The work will be completed this Spring.  The project was advertised for bids on March 13, 2013 and bids will be received by the City on March 27, 2013.  The project should be completed by Memorial Day.  Bids were received on March 27, 2013 and DA Nolt, Inc. of Berlin, NJ is the apparent low bidder.  The City is currently reviewing the various options included in the bid package and will make a decision shortly on the course of action.  The City rejected all bids received due to lack of funds to complete the project at this time.

2013-2015 Emergency Repair Contract

The City is currently out to bid for the 2013-2015 Emergency repair Contract.  Bids will be received by the City on March 20, 2013.  The purpose of this contract is to formally obtain a designated contractor who will be under contract to perform emergency repairs in the City on an “if and where” basis.   Repairs include but are not limited to: emergency sewer breaks and repairs, emergency pumping for storm water, emergency storm sewer repairs, emergency roadway repairs, etc.  Bids were received on March 20, 2013 and the contract has been awarded to Perna Finnigan, Inc. from Vineland, NJ.  No change in status.Tide Flex Valve Replacement Program

Numerous tidal back flow prevention tide flex valves will be replaced on the majority of bay front outfalls located between 26thAvenue and Chestnut Avenue at locations the existing valves are currently not properly functioning.  The project was advertised for bids on March 13, 2013 and bids will be received by the City on March 27, 2013.  There is a long delivery time (approximately 10 weeks) to receive the valves following order of the same, but the work is expected to be completed in late July when the valves are anticipated to arrive.    Bids were received on March 27, 2013 and Walters Marine Construction, Inc. form Ocean View, NJ is the apparent low bidder.  The contract is expected to be awarded to Walters Marine Construction on April 16, 2013 and work will commence shortly thereafter.  The contract has been awarded to Walters Marine Construction.  The valves have been ordered and are expected to be delivered in 4-5 weeks.  All work is expected to be completed by the end of August 2013.  Minimal, if any, disturbance and disruption is anticipated on this project.

Allen Drive Emergency Sewer Repair

The existing sanitary sewer main failed on Allen Drive between Anglesea Drive and Seaspray Court.  The City’s emergency repair contractor, Perna Finnigan, Inc. completed the replacement of the sanitary sewer main and they have reconstructed the utility trench.  A portion of the storm sewer system at Anglesea Drive intersection also failed and work remains to be completed on the storm sewer improvements.  The storm sewer work is expected to be completed next week.  The trench will require surface course paving final 2” of asphalt) and this work will be completed after a trench settlement period elapses.

Expansion of the Seawall Promenade at Hereford Avenue

Bids were received and a contract has been awarded to L. Feriozzi Concrete Company form Atlantic City, New Jersey for the widening of the existing seawall promenade at Hereford Avenue.  The promenade widening will be constructed out of reinforced concrete and will add approximately 3 feet in width to the Hereford Avenue section.  Work is expected to commence in June and be completed by the end of August 2013.

 

2013 Street Resurfacing Program

East 25th Avenue between Surf Avenue and the boardwalk was resurfaced on Tuesday May 21, 2013.  Bids will be received on May 29, 2013 for the resurfacing of the following sections of roadways: SW 18th Avenue between Maryland and Delaware Avenues, the intersection of 16th & Central Avenues, Anglesea Drive between Ohio Avenue and NJ Route 147 (Spruce Ave), and Ohio Avenue between Pine Avenue and Anglesea Drive.  If all is in order with the bids received the work will be completed in June 2013.

 

Replacement of the Street End Bulkhead at 15th Avenue

The project will be advertised for bids the end of this week and bids will be received in June.  The work will be completed this summer 2013.

 

Upcoming/Pending Projects:

  • ADA compliant curb cut improvements-various locations.  The project includes replacement of curb ramps at various intersections in order to make the access completely ADA compliant.
  • Olde NJ Avenue Streetscape Improvements between Spruce and 2nd Avenues.  The received a $450,000 Transportation Enhancement grant form NJDOT for intermodal and streetscape improvements.  The project requires matching funds and the work is expected to be completed in 2014.
  • Reconstruction of West 17th Avenue between Maryland and Delaware Avenues.  The work is expected to be completed in early 2014.

The work is substantially completed on Phases 1 & 2. Minor finishes on the concrete remain. No change in status.

Reconstruction of Walnut Avenue between Maryland and Delaware Avenues

The project is substantially complete. Roadway line striping has been completed. Punch list work will be completed once the weather is appropriate for the same. No change in status.

Hoffman Canal Alley Natural Gas Utility Improvements between 10th and 15th Avenues

The project is complete.

Boardwalk Concrete Repairs

Structural repairs to the concrete portion of the boardwalk between 16th and 26th Avenues commenced in late February. The work is being performed by Bud Concrete, Inc. from Sewell, NJ. The Contractor is approximately 95% complete. One beam repair remains at 25th Avenue.

ADA Compliant Beach Access Improvements

ADA compliant concrete and timber/composite beach access improvements and walkways are being constructed at 16th through 20th Avenues, as well as at 23rd and 24th Avenues. The work commenced on December 26, 2012. The work is being performed by L. Feriozzi Concrete Company form Atlantic City, NJ. The contractor has completed concrete walkways on 16th, 17th, 18th 19th , 20th, 23rd and 24th Avenues. The contractor has completed the installation of timber and composite walkways at 17th, 18th, 19th , 20th and 23rd Avenues and is currently working on 24th Avenues as well as replacement of a portion of the beach bike path between 15th and 17th Avenues. 16th Avenue walkway has been graded and is ready for installation of the new walkway, but we are awaiting relocation of a street light guide line which is obstructing the walkway. The Contractor has substantially completed all work on this contract. Minor punch list work remains and will be completed in the coming weeks.

Resurfacing of Maryland Avenue between NW 18th and 16th Avenues

Maryland Avenue was resurfaced on December 20, 2012 by South State, Inc. of Bridgeton, NJ, working as a subcontractor for Perna Finnigan, Inc. of Vineland, NJ. The project is complete.

ADA Compliant Beach Access Improvements ADA compliant concrete and timber/composite beach access improvements and walkways are being constructed at 16th through 20th Avenues, as well as at 23rd and 24th Avenues. The work commenced on December 26, 2012. The work is being performed by L. Feriozzi Concrete Company form Atlantic City, NJ. The contractor has completed concrete walkways on 16th, 17th, 18th 19th , 20th, 23rd and 24th Avenues. The contractor has completed the installation of timber and composite walkways at 17th, 18th, 19th and 20th Avenues and is currently working on 23rd and 24th Avenues. 16th Avenue walkway has been graded and is ready for installation of the new walkway, but we are awaiting relocation of a street light guide line which is obstructing the walkway. All work is anticipated to be completed by the end of April 2013.

Resurfacing of Maryland Avenue between NW 18th and 16th Avenues Maryland Avenue was resurfaced on December 20, 2012 by South State, Inc. of Bridgeton, NJ, working as a subcontractor for Perna Finnigan, Inc. of Vineland, NJ. The project is complete.

South Jersey Gas 2013 Infrastructure Improvements South Jersey Gas Company’s contractor, CTX will commence this project on Monday March 11, 2013. The contractor will start on 7th Avenue. There are numerous sections of roadway included in the contract with the bulk of work being completed between Central Avenue and the beach from 15th Avenue to Spruce Avenue and between Delaware and Central Avenues between Chestnut Avenue and Anglesea Drive. Work is expected to be completed by June 21, 2013.

Beach Re-Nourishment, Spring 2013 We are currently out for bid for the re-nourishment of the beach to restore the beach to conditions prior to Hurricane Sandy. In an effort to obtain the best price the City has this project out to bid with two construction methods. One contract is to dredge the needed material form Hereford Inlet and the other contract is to truck the sand onto the beach form an off-shore borrow site. The base bid for the project includes 153,000 cubic yards and the contracts include an add alternate option for an additional 75,000 cubic yards of material. Bids will be received by the City of March 20, 2013. Work will start as soon as required federal and state permits are received, which is anticipated by late April. The project requires completion by June 14, 2013.

Replacement of the beach bike path between 15th and 21st Avenues The timber bike path on the beach will be replaced this spring, assuming the bids are submitted in proper order and do not require re-bidding. Bids will be received by the City on March 20, 2013 and the project is expected to be completed by the end of June. The existing timber path is being replacing with a timber framing system and composite decking. The new path will be fully ADA compliant.

Street & Utility Reconstruction of 13th Avenue between Ocean Avenue and JFK Beach Drive This portion of 13th Avenue will be reconstructed this Spring. The project is advertised for bids on March 13, 2013 and bids will be received by the City on March 27, 2013. The project includes replacement of the failing sanitary and storm sewer systems, replacement of water services, reconstruction of the roadway and replacement of the curbs and gutters where needed for the utility improvements. Work is expected to commence in mid-April and be substantially completed (base paved) by Memorial Day. Surface course paving and line striping of the roadway would be completed in June.

Replacement of the street end bulkheads at 7th and 8th Avenues (Bay Front) The street end bulkheads at 7th and 8th Avenues will be replaced this Spring/Summer. The project is advertised for bids on March 13, 2013 and bids will be received by the City on March 27, 2013. The new bulkheads will be reconstructed for the full length of the street ends, will include a new concrete floodwall, vinyl bulkhead sheathing and reconstruction of the street end. New tide flex valves will also be installed as part of the project. Work is expected to commence in late April or early May upon delivery of the materials (long lead time on the bulkhead materials) and the project is expected to be substantially completed by the end of June.

Community Center Roof Replacement The existing roof will be replaced on the Community Center on central Avenue between 9th and 10th Avenues. The new roof will be a fully adhered EPDM system. The work will be completed this spring. The project is advertised for bids on March 13, 2013 and bids will be received by the City on March 27, 2013. The project should be completed by Memorial Day.

2013-2015 Emergency Repair Contract The City is currently out to bid for the 2013-2015 Emergency repair Contract. Bids will be received by the City on March 20, 2013. The purpose of this contract is to formally obtain a designated contractor who will be under contract to perform emergency repairs in the City on an “if and where” basis. Repairs include but are not limited to: emergency sewer breaks and repairs, emergency pumping for storm water, emergency storm sewer repairs, emergency roadway repairs, etc.

The main replacement is completed. The existing gas main is being retired today (12/03/12). All, but 2 gas services have been replaced. On this date JF Kiely commenced reconstruction of all trenches. The trench reconstruction work will be completed prior to the end of the year and the resurfacing of the entire roadway will be completed in spring 2013.

Construction Update 11/8/12

Reconstruction of Walnut Avenue The project limits are between Maryland and Delaware Avenues. As of this date all utility work is completed. Concrete work, including replacement of curbs, gutters, driveway aprons and new ADSA compliant curb ramps is anticipated to commence next week. The concrete work will take approximately 8 working days to complete. The roadway reconstruction will immediately follow the concrete work. The project is expected to be completed by the end of the year.

South Jersey Gas Company Improvements Hoffman Canal Alley between 10th and 15th Avenues. The gas main has been replaced and the majority of gas services have been renewed. The trench reconstruction will be completed following completion of the last service renewal. The entire roadway will be resurfaced in the Spring 2013.

Street End Bulkhead Replacement on Maryland Avenue at SW 18th Avenue The new vinyl bulkhead has been installed and the tie-back system is completed. The contractor is now working on the new concrete cap on the bulkhead. The site work will follow the completion of the concrete cap. The site work will begin with replacement and construction of new concrete curbs, gutters, and sidewalks providing fully ADA compliant access to the street end. The roadway will be reconstructed following completion of the concrete work. The project is expected to be completed by the end of the year.

Street End Bulkhead Replacement at 18th & Delaware Avenues The contractor, Walters Marine Construction, Inc. form Ocean View, NJ commenced construction on this date with demolition of a portion of the existing bulkhead. The demolition work will continue for a few more days and installation of the new vinyl bulkhead will commence next week. Utility work will follow the installation of the new bulkhead and then reconstruction of the street end and new ADA compliant access to the site. The project is expected to be completed by the end of the year.

Hurricane Sandy Storm Damage The City continues to review and assess damage caused by Hurricane Sandy. Repairs and replacement of portions of the bulkhead on JFK Beach Drive between 2nd and 4th Avenues will be completed in the immediate future. Other damaged areas will be repaired as necessary upon completion of determination of full scope of work necessary.

Super Wawa at Spruce and Maryland Avenues The new Wawa site is under construction and the developer is currently working on replacement of the concrete sidewalks around the perimeter of the site.

Reconstruction of Walnut Avenue Walnut Avenue between Maryland and Delaware avenues is being reconstructed. Construction commenced on Oct. 1, 2012. The contractor is Perna Finnigan, Inc. from Vineland, NJ. The project includes replacement of the sewer lines and services; replacement of the water lines and services; replacement of the concrete curbs, gutters and handicap ramps; and reconstruction of the roadway. Currently the contractor is working on the utility improvements. The anticipated completion date is Dec. 31, 2012.

Replacement of Bay Front Street End Bulkheads Contract #1 = Bulkhead at Otten’s Canal on Maryland Avenue accessed off SW 18th Avenue. The contractor is RA Walters & Son, Inc. from Cape May Court House, NJ. The project includes replacement of the existing bulkhead with a new vinyl and vinyl-coated bulkhead; construction of a reinforced concrete cap and face (street side); new tide flex valve; reconstruction of the street end; construction of concrete curbs and sidewalks; construction of fully ADA compliant access to the street end. Work commenced on Oct. 8, 2012. Currently the contractor is working on installation of the vinyl sheathing. The anticipated completion date is Jan. 25, 2013.

Contract #2 = Bulkhead at Otten’s Canal at the street end of 18th & Delaware avenues. The contractor is Walters Marine Construction, Inc. from Oceanview, NJ. The project includes replacement of the existing bulkhead with a new vinyl and vinyl-coated bulkhead; construction of a reinforced concrete cap and face (street side); drainage improvements with a new tide flex valve; construction of concrete curbs and sidewalks; construction of fully ADA compliant access to the street end. Work is expected to commence on Oct. 29, 2012. The anticipated completion date is Jan. 25, 2013.

South Jersey Gas Company Improvements South Jersey Gas Company is currently replacing the gas main and all services on Hoffman Canal Alley between 10th and 15th avenues. Following completion of the utility work, South Jersey Gas is required to reconstruct their utility trenches and then to resurface the roadway. The utility work is expected to be completed prior to the end of October.

Maryland Avenue Bulkhead Replacements No change from previous week. All major work on the project is completed. The contractor is currently working on minor restoration of disturbed areas adjacent to sidewalks and the punch list. NO CHANGE

8th & Surf Avenues Emergency Sanitary Sewer Repair The sanitary main was repaired on Monday May 21, 2012 and the trench was base paved on Thursday May 24, 2012. The asphalt surface course will be completed after suitable time elapses for trench settlement. Right now the surface course work is targeted for the end of next week. Asphalt surface course was completed and the project is now complete.

Ohio & Cherry Avenues Emergency Sanitary Sewer Repair The precast manhole will arrive on Tuesday May 29, 2012 and the City’s emergency repair contractor, Perna Finnigan, will commence work the same day. The repair is expected to take 4 days for completion. The work includes replacement of the existing manhole, reconnection of sanitary sewer mains and reconstruction of the portion of roadway disturbed for the utility repairs. The sanitary sewer manhole replacement was commenced on Wednesday May 30, 2012 and will be completed on Friday June 1, 2012. The existing sanitary sewer main, 15″ asbestos cement pipe, was found to be in good condition north of the manhole; however, the pipe is in extremely poor condition south of the manhole. The asphalt surface course work will be delayed until the Fall in an effort to reduce settlement in the roadway which is very likely due to the depth of the utility work. The repair is expected to take 4 days for completion. The work includes replacement of the existing manhole, reconnection of sanitary sewer mains and reconstruction of the portion of roadway disturbed for the utility repairs. The sanitary sewer manhole replacement was commenced on Wednesday May 30, 2012 and will be completed on Friday June 1, 2012. The existing sanitary sewer main, 15″ asbestos cement pipe, was found to be in good condition north of the manhole; however, the pipe is in extremely poor condition south of the manhole. Two (2) repairs on the west side of the boardwalk remain and will be completed the week of May 21, 2012.

Emergency Beach Fill Project Work continues on this project. By Monday, May 7, 2012 the project will be approximately 65% complete.

Maryland Avenue Bulkheads: Concrete work is completed and roadwork is well underway. The new tideflex valves have been installed. The street end closest to NW 18th Avenue was base and surface course paved on Thursday, April 19, 2012. The street end closest to SW 15th Avenue has been excavated, the sub-base (crushed concrete) has been installed and the roadway has been rough graded. This street end will be paved this week (as soon as the street end dries out). SW 15th Avenue between Delaware and Maryland avenues was surface course paved on Friday April 20, 2012. Minor work on this section of SW 15th Avenue remains and will be completed this week. SW 15th Avenue between Maryland Avenue and its western limit will be surface course paved this week.

The Contractor will begin to install curb and gutter between New York Ave. and New Jersey Ave. the week of April 23, 2012. USDA Sanitary Sewer Replacement Contract Phase 3A The Contractor has completed the installation of the sanitary sewer and water main in 25th Avenue between New York and New Jersey avenues. The Contractor has completed the installation of the sanitary sewer in 25th Avenue between Central and Atlantic avenues. The Contractor is currently replacing the existing service laterals, connecting them to the new sewer and main. The project is on schedule for completion by May 24, 2012.

Maryland Avenue Street End Bulkhead Replacements The contractor commenced the concrete curbing, gutters and sidewalks on March 22, 2012. The concrete work will continue until approximately April 6, 2012 and will be followed by reconstruction of the roadway. The project is anticipated to be completed on April 20, 2012.

Maryland Avenue Bulkheads Reconstruction Construction of the concrete curbs commenced on March 22, 2012. The concrete work at both street ends is anticipated to take about 2 weeks to complete. The roadwork and ultimately the paving, will follow completion of the concrete improvements, and are anticipated to be completed by mid-April.

Update March 12, 2012

Maryland Avenue Street End Bulkheads Reconstruction: Work continues on the street end bulkheads. Storm drainage improvements are now completed with the exception the installation of the new tide flex valves. Delivery of the tide flex valves and installation is anticipated in a few weeks. Construction of the concrete curbing, sidewalks, gutters and driveway aprons will commence later this week and will be followed by reconstruction of the roadway.

Update 3/5/12

The Contractor on Phase 3A has begun installation of water lines in 25th Ave. from New York Ave. to New Jersey Ave. Following installation of the water line, the contractor will proceed with the installation of the sanitary sewer. Following completion of the sanitary sewer and water main, the contractor will move his operations to 25th Ave. from Central Ave. to Atlantic Ave.

Work is continuing on the bulkheads. The bulkhead work is substantially complete. This week the contractor will be completing drainage at the Northwest 18th Ave. bulkhead. Concrete curbs and sidewalks will follow on 18th & 15th avenues. Bud Concrete will be working on the handicap curb ramps on Chestnut Ave. between New York and New Jersey Ave. to conform to current ADA requirements.

Work continues on the bulkheads. Vertical wall was completed. They are currently working on the cap. In addition South Jersey Gas is paving their trench on 25th Ave. Perna Finnigan is completing punch list items on 15th Ave. alley. Check here for the next update on March 5.

Update 2/28/12 USDA Phase 3A The contractor has completed excavation of test pits to confirm existing conditions. The contractor has ordered the recast manholes and drop inlets. Physical construction, beginning with the installation of sanitary sewer, water main and storm drain piping in 25th Ave. between New York Ave. and New Jersey Ave. will begin the week of Feb. 27, 2012. The contractor will then install the proposed utilities in 25th Ave. between Atlantic Ave. and Central Ave. Upon completion of both legs of 25th Ave. the contactor will proceed to 17th Ave., between Maryland Ave. and Virginia Ave.

Construction Update, Feb. 21

Sanitary Sewer Replacement Program-Phase 3A: The proposed work for this project shall include, but is not limited to, the removal and replacement of sanitary sewer and laterals, storm sewer, water mains and associated service laterals, the installation of concrete curb, gutter, sidewalk and driveways, the pulveriztion of the existing roadbed and the paving of hot mix asphalt pavement.

Limits of the work: 25th Ave. (Atlantic Ave. to Central Ave.) 25th Ave. (New Jersey Ave. to New York Ave.) 17th Ave. (Maryland Ave. to Virginia Ave.)

The construction contract was awarded to Perna-Finnigan, Inc. of Vineland. The pre-construction meeting was held Feb. 8, 2012. The Contractor is currently preparing and submitting shop drawings. The Notice to Proceed was issued Feb. 13, 2012. There is a 115 calendar day completion time. Work is to be completed no later than June 6, 2012.

The Contractor will begin work on the two portions of 25th Ave. When 25th Ave. is substantially complete, the Contractor will then begin work on 17th Ave.

The Bulkheads Replacement Project The Bulkheads Replacement project is under contract with RA Walters & Son, Inc. of Cape May Court House. The project includes the replacement of the street-end bulkheads on Maryland Ave. accessed off 16th Ave. (or SW 15th Ave.) and off 17th Ave. (or NW 18th Ave.). The work is well underway at this point and the bulkhead sheathing (sheet piles), piling and tie-back systems are complete at both locations. Storm sewer improvements, with the exception of the new tide flex valve, are completed at the 16th Ave. location. Storm sewer improvements are underway at the 17th Ave. location. Work will include storm sewer improvements at the 17th Ave. location and construction of the reinforced concrete vertical wall and cap at the 16th Ave. location. Work is scheduled for completion in April 2012. Work this week will include construction of the reinforced concrete vertical wall and cap at the 17th Ave. location.
